The Nuclear Counterterrorism and Counterproliferation Program Office (GS-NCCP) applies cutting edge science and technology (S&T) to detect, characterize, and defeat nuclear threats. The operational impact of this S&T is manifested through the delivery of expertise, practical tools, and technology that support the U.S. nuclear counterterrorism and counterproliferation objectives of NNSA NA-80, the DoD, FBI and international partners. What You Will Do
Lead LANL's delivery of advanced tools for counter nuclear terrorism and nuclear proliferation around the world.

We are looking for a dynamic Program Director (Project-Program Director 6) to manage the strategy and execution of enduring NNSA NA-80 programs at LANL, which represent approximately an $125M annual budget. As the Program Director, you will provide leadership and management of fourteen employees, including Program Managers and Administrative Staff. In addition, you will support the organizational mission and vision objectives by ensuring alignment including capability sustainment and growth in support of NA-80 programs, fostering relationships with the weapons program, sustaining and growing our tri-lab relations within the NA-80 program, and sustaining and growing our DOJ and DoD relations. The Program Director has working knowledge of relevant NNSA, DOJ, and DoD agencies.

Duties include but are not limited to:

  • Establishment of goals, objectives, and metrics for Budget Authority (BA) in the GS-NCCP office
  • Establishment and evaluation of performance objectives for NCCP staff, including overseeing the safe and secure execution of programs
  • Collaborating with LANL directorates and organizations in fostering work across all technical divisions
  • Collaborating with LANL line managers in the establishment of technical content of the program in the GS-NCCP office
  • Collaborating with the other GS Program Offices [(National Security and Defense (GS-NSD), Intelligence and Emerging Threats (GS-IET), and Nuclear Nonproliferation & Security (GS-NNS)] in sponsor interaction and support
  • Coordinating and/or participating in LANL interactions with sponsors, partners, and tri-lab representatives within the Nuclear Counterterrorism and Counter-Proliferation community of interest
  • Maintaining detailed situational awareness of the status of execution of work (technical, budget, timeframe, etc.) at LANL in all of GS-NCCP areas
  • Teaming with line managers to identify and develop institutional capabilities to meet core missions of LANL by informing line organizations of future needs in GS-NCCP program areas
  • Internal LANL reporting including the Performance Evaluation and Measurement Plan (PEMP) and GS Dashboard processes

What You Need

Minimum Job Requirements:


Program Management: Demonstrated experience in program management, advocacy, strategic planning, resource planning and allocation in relation to NNSA, DoD, or Intelligence Community programs.

Line Management: Demonstrated experience managing and leading a multi-disciplinary team in the execution of sensitive projects while addressing multi-level security requirements and complex physical hazards (e.g. high explosives or directed energy).

Technical Experience: Broad range of technical experience or knowledge in areas such as Nuclear Counter Terrorism (NCT), Nuclear Emergency Support Teams (NEST), and Technical Nuclear Forensics (TNF). Familiarity with the organization of the NNSA and extensive experience working with one or more of federally funded research and development centers.

Professional Leadership: Demonstrated ability to build and grow both internal and external organizational relationships. Experience in workforce planning that has included recruitment, retention, and mentoring staff.

Communication: Excellent interpersonal, oral, and written communication skills as evidenced by application materials, letters of reference, and by seminars, briefings, and presentations.

Partnership Building: Demonstrated experience in developing and nurturing effective executive-level external and internal customer relationships. Experience interfacing with NNSA, DOJ, LANL, and DoD Senior Officials to help develop national priorities.

Problem Solving: Demonstrated experience in effective decision making and creative problem solving in a team environment.

Clearance: Ability to obtain and maintain Q and SCI clearances, which typically requires U.S. citizenship.

Education/Experience: Position requires a minimum of a bachelor's degree in a technical discipline and at least 15 years relevant experience, or an equivalent combination of education and experience. An advanced degree and Formal Project Management experience is preferred.

Desired Qualifications:
  • Demonstrated experience executing projects with large multi-disciplinary teams
  • Experience as a nuclear emergency responder
  • Work experience as an employee of or detailee to a DOE, DoD, or IC agency
  • Active Q/SCI clearance
Work Environment:

Work Location : The work location for this position is onsite and located in Los Alamos, NM.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Additional Details
Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2 . Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.

Clearance: Q/SCI Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances.Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances.See DOE Order 472.2 for additional information.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in aneligible position for a minimum of 3 months, before July 1st and remain in an eligibleposition as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
