DESCRIPTION
Michael Baker International's Northern California Planning practice seeks a Department Manager. The position requires experience in preparing or participating in California Environmental Quality Act (CEQA) and/or National Environmental Policy Act (NEPA) documents for energy, infrastructure, industrial, land development, transportation, aviation or similar projects. We are looking for a leader who will collaborate with his/her counterparts at our other regional offices to provide expanded, high quality planning services to clients across California. Our Planning Services Line includes environmental planning, short and long term comprehensive planning, housing, hazard mitigation planning, federal planning, resiliency/sustainability, zoning and land use studies and more. You will be directly involved with development and implementation of a business strategy and working with and overseeing multi-disciplinary project teams, while also helping to win work and expand our project portfolio and client base.
The successful applicant will be responsible for securing, leading, managing, and executing projects involving a variety of team members in a collaborative setting. The candidate should be experienced in leading complex and controversial projects located throughout California and the West Coast.
Must have a team spirit and can-do attitude with the ability to build and maintain positive team relationships. Candidate must be able to perform work as a task leader, as well as manage budgets and schedules. Position requires excellent written and verbal communication skills including the ability to present projects to clients or in public hearing sessions. Must be a self-starter with the flexibility to work both independently and within a team environment.
RESPONSIBILITIES
- Contribute to growth of Planning and other service lines with proof of technical capabilities and processes that align and support the quality standards of Michael Baker.
- Maintain existing client relationships, generate additional opportunities with existing clients, and develop new clients.
- Support strategic pursuits as they may occur within the regional portfolio.
- Coordinate with Michael Baker International's West Region Planning team.
- Lead the development of capabilities to enable Planning West growth in Northern California counties and identify additional capabilities to support new markets and new clients including identifying strategic hires.
- Actively partner with and support the Planning Regional Practice Lead, Office Executives, and other Department Managers across the region and state.
- Contribute to strategic planning for Planning in Northern California Counties focused on opportunities with the State, local agencies, and private markets.
- Contribute to management of the Planning project portfolio, client engagement, and growth strategies.
- Ability to coach, develop, and mentor staff.
- Leverage technical expertise to drive thought leadership by presenting at conferences, publishing research and whitepapers, and/or participating in and serving as a leader in professional associations.
- Four-year degree in Planning, Urban Studies, Environmental Sciences, or related field, Master's degree preferred
- 10 years experience leading a team of planning staff (Housing, Agency and Environmental)
- The Planning Department Manager candidate must be capable of performing project technical work and providing direction and guidance to project personnel to resolve problems and ensure quality review procedures are being implemented.
- Candidates must demonstrate an ability to perform supervisory responsibilities in accordance with Company policies and applicable laws.
- Familiarity with Environmental Planning, Community Planning, Land Use Controls, Transportation Planning, GIS/Asset Management, federal, state, and applicable local laws and regulations.
- Demonstrated client engagement experience.
- Effective communication skills, strategic thinker with initiative to help advance our multi-disciplined services.

COMPENSATION
The salary range for this position is $95,000- $230,000. This will be dependent on the experience and expertise of the incoming candidate.
