JOB SUMMARY

This position is responsible for developing policies, coordinating resources and implementing design strategies to provide HMH researchers and support teams with the maximum benefits available from electronic research data management systems.  This individual will also serve as the ORP data management super-user and system administrator in order to produce the greatest effectiveness possible in serving the educational, research and compliance missions of the ORP. This position is required to proactively interface among internal and external research clients, technical/programming colleagues (i.e. Academic Technology; IT) and 3rd party resources, when appropriate, to ensure effective definition of and delivery of business applications. 

  • Analyze vendor supplied software and help determine optimal configuration for interfaces between hardware and application systems.
  • Ensure the integrity of approval workflow processes, security, and permission structures for these applications.
  • Refine the business requirements for systems by working with ORP leadership and coordinating with internal IT resources for future software modifications to meet user requirements.
  • Define and provide support for changes in web-based forms and workflows.
  • Oversee systems implementation by the primary user groups consisting of investigators and research staff, committee members and ORP staff by providing various levels of assistance in understanding system applications and the uses.
  • Manage the design, research and development, and delivery of effective technology solutions for “mission-critical” business applications.
  • Obtain the necessary content information for a project client to determine project requirements and facilitate the interchange of information.
  • Assist HMRI Academic Technology and IT, when applicable in the performance of emergency system diagnosis after system failures.
  • Direct application design through the various life cycle stages from business need through design and delivery through ongoing contact with research stakeholders for evaluation of deliverables and proactive identification of gaps.
  • Contribute to an over-all plan to organize and roll out the implementation of technical solutions and issues standards for database administration concerns as access, back-up, confidentiality and research-related documentation.
  • Contribute to short range assessment plans of existing applications and database systems while ensuring that the system architecture is compatible with the HMAI/HMRI long-term strategic and business objectives.
  • Serve as a project lead/liaison with Academic Technology and IT for programs designed to implement new database systems in support of HMAI/HMRI initiatives.
  • Responsible for the content management of the ORP website and ORP data management systems to include applicable electronic protocol submission and tracking systems.
  • Responsible for providing desk top support to the ORP staff and ORP committee members, as needed.
  • Serve as the primary source of technical support for end users of applicable ORP data management systems for the HMAI/HMRI research community including researchers, administrators, departmental and other ancillary approvers, and ORP committee members.
  • Responsible for contributing to an over-all policy maintaining the security of network-based data infrastructure and individual client accounts.
  • In collaboration with Academic Technology support teams as appropriate, required to fulfill 24/7 on-call support duties as required to respond to applicable application/systems issues.

  1. Proactively seeks out opportunities to meet internal and external customer needs. Responds promptly to internal and external customer requests. (EF)
  2. Mentor and guide team members in achieving standards set by management in order to exceed clients' expectations. Provides training for team members through formal and informal methods. (EF)
  3. Fosters relationships and engages in regular communications within the department, IT and the organization at large in the areas of issue resolution, status updates and their effect on customers. (EF)
  4. Leads discovery and analysis phase of projects and efforts. Also leads requirements elicitation workshops. This includes the utilization of various methods design and development in conjunction with developers to documents business case/scope/plan, business/functional requirements; including specifications for package solutions, and/or software development. QUALITY/SAFETY - 25%

  1. Represents requirements information in graphical forms that augment textual representations in natural language. (EF)
  2. Creates requirements plans that directly translate into project planning. Identify and document requirement risks along with risk mitigation. Translates functional and non functional user requirements. (EF)
  3. Facilitate the prioritization of requirements into a product maturity roadmap. (EF)
  4. Leads the setting, monitoring, and meeting of Service Level Agreements (SLAs) with customers. Develops detailed system test plans, execute system test cases and provide issue tracking and consolidation. Manage a coordinated User Acceptance Test (UAT) effort. (EF)


FINANCE - 10%

  1. Utilizes department resources and supplies effectively. Provides costs and resource estimates, work plans and documentation to ensure timely project completion. Manages and prioritizes time effectively to meet established timelines. (EF)
  2. Identifies cost saving or revenue opportunities by engaging in process improvement efforts. (EF)


GROWTH/INNOVATION - 20%

  1. Stays abreast of emerging technology, process trends and methodologies and seeks out innovative methodologies to provide solutions that improve productivity,workflow, production, efficiency and effectiveness. Shares knowledge with team and stakeholders as appropriate. (EF)
  2. Proactively manages own professional development. Completes Individual Development Plan (IDP). (EF)

EDUCATION REQUIREMENTS

  • Bachelor's degree required, preferably in Computer Science, Business Administration or related discipline


EXPERIENCE REQUIREMENTS

  • Five years experience supporting IT projects in an IT analyst role or similar function to include three years leading and facilitating IT projects and three years experience in clinical, business or financial operations

CERTIFICATIONS, LICENSES AND REGISTRATIONS REQUIRED

  • PMP certification preferred
