LinQuest is seeking a Commercial Satellite Communications (COMSATCOM) Subject Matter Expert (SME) to support Headquarters Space Operations Command (HQ SpOC) Deputy Commanding General of Operations (DCG-O) SATCOM Mission Area Team located at Peterson Space Force Base in Colorado Springs, CO.

The work requires knowledge of COMSATCOM systems, satellite transmissions, management, satellite system control, and operational procedures to support the Command’s Enterprise SATCOM efforts.

HQ SpOC generates, presents, and sustains combat-ready intelligence, cyber, space and combat support forces and serves as the USSF Service Component to USSPACECOM.

Duties and Responsibilities:

  • Provide transmission management and control, technical support, and analysis of SHF, UHF, SATCOM C2, as well as managing Priority Monitoring List used to monitor, detect, and geolocate interferences
  • Assist in managing the COMSATCOM ground segment for transition to current and future satellites through concept development, testing, procurement, production, and fielding
  • Provide support to the Consolidated-SATCOM Systems Expert (C-SSE) for coordination activities, trend analysis, and operational deficiency assessments with COMSATCOM users to assess availability of its requirements in support of current and future operations, plans, concepts, and optimization for priority missions
  • Provide support for the revision of plans, policies, technical requirements, specifications, and documents to account for future changes in COMSATCOM and commercial satellite payload requirements in support of operational decisions
  • Collect and document SATCOM requirements to provide technical analysis in support of contingency/non-contingency DoD COMSATCOM to include assessments, operational analysis/sustainment, integration support, configuration management, and SATCOM interference
  • Provide support to maintain contingency plans to optimize the COMSATCOM constellation and support COMSATCOM constellation health and welfare monitoring activities
  • Support transfer of COMSATCOM acquisition mission from Defense Systems Agency (DISA) to USSF and the overall accommodation of commercial Ku-band capacity, by overseeing the transfer of the functions, and providing COMSATCOM SME support
  • Assist in the creation and management of COMSATCOM EMI resolution processes and provide EMI support to mitigate, resolve, and recover from COMSATCOM interference and satellites
  • Provide requirements, operations, sustainment, and support for the SpOC Enterprise SATCOM architecture for Commercial SATCOM systems
  • Review, coordinate, and advise on SATCOM operating processes and procedures
  • Develop and interpret broad DOD Space, and Satellite communications policies and regulations, existing policies, and regulations in relation to HQ USSF program goals and objectives.
  • Provide analysis and recommended methods for improving efficiency of satellite communications functions through modifications and applications of evolving technology, developing tactics, techniques, and procedures
  • Analyze technical functions of satellite payloads and ground station architectures, especially in the areas of Spectrum Management and Electro-Magnetic Interference Resolution.

Required Skills/Experience:

  • 5+ years of Commercial Satellite Communications experience
  • Experience within a major headquarters staff, Navy Satellite Operations Centers, Consolidated SATCOM System Expert, Regional SATCOM Support Center, or Satellite Operations Squadron
  • Ability to work with both internal and external senior leaders, offices, directorates, and action officers
  • Able to work with, and appropriately protect, classified and proprietary information
  • Methodical mindset: Able to follow troubleshooting protocols, solve problems and clearly document solutions
  • Demonstrated ability to prepare quality products including briefings and staff packages for senior leaders
  • Strong people skills, especially patience and a calm voice
  • Excellent verbal and written communication skills
  • Ability to multi-task and turn staff products rapidly in a dynamic environment
  • Proficiency with MS Office Suite
  • Excellent attention to detail
  • Experience with providing strategic advice, technical guidance, analysis, and recommendations
  • An active TS/SCI clearance is required to be considered for this position

Preferred Skills/Experience:

  • BA/BS or MA/MS Degree
  • Experience with SATCOM systems/platforms
  • Experience with a Commercial SATCOM provider
  • Headquarters experience in the US Space Force, US Air Force, Combatant Command, Space Operations Command, Space Systems Command or equivalent
  • Experience with Joint- or Service-level strategy and/or concept development
  • Experience with Joint Capabilities Integration and Development System (JCIDS) processes
  • Strong communications skills with the ability to communicate at a strategic level as many of the products are produced for senior leader review including USSF Senior Leadership.

• Starting salary ranges from $100,000 to $115,000 depending on relevant experience and qualifications.
