The Environmental Operations Manager role serves the Planning, Permitting and Licensing practice, a part of the Environmental business sector, in the northeast and New England regions. This position will have oversight of three offices in Lowell, MA, Windsor, CT, and Manchester, NH, with 20+ professionals ranging from biologists, environmental scientists, planners, wetlands specialists, engineers, and project managers.


  • The Environmental Operations Manager will oversee the three offices and will interface and collaborate frequently with other Office, Area, and Regional Practice Leaders, as well as TRC's National Planning, Permitting, and Licensing Practice Leader. This person will:
  • Be responsible for ongoing growth in the northeast and New England, providing leadership and operations experience to TRC's Planning, Permitting and Licensing business by performing client outreach and by providing direction on major project pursuits and general marketing.
  • Be responsible for managing a business profit and loss (P&L) center and fine-tuning operations to achieve profitable performance.
  • Oversee performance of the offices and project managers -- profitability, budget control, accounts receivable, unbilled, proposal review and development, contract approval, and overall business management functions.
  • Have a significant role in maintaining quality and profitability on TRC's projects, as well as assisting with managing and developing the skillsets of your team members to ensure our projects are executed with a high level of efficiency and technical excellence.
  • Possess strong verbal, written, presentation and excellent client management skills; demonstrated ability leading and managing complex projects; as well as being goal oriented, quality focused, and have demonstrated success with creating and fostering a team environment.


  • BA/BS degree in Environmental Sciences or related fields. MS degree preferred.
  • The successful candidate will have at least 15 years’ experience working with cross disciplinary engineering and environmental teams, and overseeing the performance and management of the planning, permitting, compliance, and engineering studies for complex energy, infrastructure, and transportation projects.
  • Proven track record of business management and oversight of regional businesses.
  • TRC's strategic clients operate in the utility, conventional and renewable energy, transportation and oil and gas sectors. Expertise in these areas is a plus.
  • Applicant should have knowledge and experience with regulatory permits and approvals in the northeast and New England, coordination with the USFWS and the USACE, and strong working relationships with other federal and state agencies.
  • Manage projects for power generation, power transmission, transportation, pipeline and renewable energy projects, and develop and execute a profitable growth plan to serve clients in the region, creating a stronger TRC presence in the northeast and New England.
  • Integrate well with existing multidisciplinary TRC staff; interact successfully with clients and other stakeholders; and efficiently manage project budgets and schedules.
  • Operational leadership skills.
  • Proven track record with business development.
  • Experience managing cross disciplinary scientific and engineering teams and front-end project development.
