LinQuest is seeking a Lead Configuration Manager for the MILSATCOM Systems Engineering, Integration, and Test (MSEIT) contract. This person will lead all CM activities for the Enhanced Strategic Systems Program as well as function as the subject matter expert and process owner for the MSEIT contract. In addition, the CM lead will guide the CM process into digital engineering such that the change control of baseline documents are performed paperless.

LinQuest is the prime contractor on the MSEIT contract. By applying to this position, you are in consideration for LinQuest employment. However, you also have the option to be hired by one of our subcontractor teammates.

The MSEIT contract provides Systems Engineering and Integration (SE&I) support for the Military Communications & Positioning, Navigation, and Timing Directorate of the Space Systems Command in El Segundo. The candidate should have experience in the Configuration Management (CM) field and demonstrate the ability to apply CM processes for document control of technical requirements, statements of work (SOW), and associated Interface Control Documents (ICDs) and system specifications. The candidate will control and manage technical data from different sources and organize program documentation. It is desired the candidate have the experience listed below:

  • Configuration Status Accounting
  • Configuration Audits
Responsibilities:

  • Facilitate, manage, and participate in the Directorate Configuration Control Board (CCB) meetings and work closely with multiple disciplines
  • Develop, document, execute and update a Directorate and program configuration management (CM) plans, process and products IAW the Directorate CCB and Change Control Process
  • Perform Directorate and lower-level configuration management functions to include unclassified and classified data from program prime contractors.
  • Define, collect and report CM metrics that monitor effectiveness of CM processes.
  • Facilitate, manage and participate in Directorate and program engineering review boards (ERBs) and change control boards, to include preparation, distribution and presentation of agendas, briefings, reports, meeting minutes and action items, proactive tracking of action item status, and review of Engineering Change Proposals (ECPs) and other CCB items.
  • Assist chief engineer with planning and conduct of Functional and Physical Configuration Audits (FCA/PCA).
  • Identify process Improvement opportunities
  • Ability to communicate and establish collaborative relationships with government, Federally Funded Research and Developmental Centers (FFRDC), and associate contractor teammates to achieve program goals
  • Maintain status accounting information related to Board packages and tracking packages through Directorate and program level boards
  • Maintain Directorate Technical baseline in document repositories – TopVue, Livelink and Technical Baseline Alignment Matrix (TBAM)
  • Support working group configuration change processes
  • Support SOW and CDRL documentation generation to accomplish CM strategy
  • Review and coordinate preparation of project documentation, such as Engineering Change Proposals (ECPs) Specification Change Notices (SCNs), Interface Revision Notices (IRNs), schedules, and contract modifications
  • Analyze proposed changes to the Technical Baseline to determine effect on overall system
  • Establish change request and prepare for change authorization and documentation
  • Maintain program specific configuration management plan and provide annual review and updates
  • Conduct CM training on an annual or as needed basis to assigned program personnel
Required Skills:

  • Bachelor's Degree
  • Configuration Manager certification, such as Certified International Configuration Manager (CICM)
  • Expert knowledge of hardware and software development life cycles and CDRL development process
  • Knowledge of EIA-649-1, MIL-STD-973 and MIL-HDBK-61
  • Knowledge of DoD-5010-12-M and DoD-5015-2-STD
  • Demonstrated leadership of configuration management team, including managerial and supervisory
  • Demonstrated technical leadership in defining, documenting, and instantiating the configuration management process for programs and projects, including recommending and implementing military standards and CM best practices
  • Proficient in Microsoft Office
  • Ability to multi-task, prioritize tasks, and quickly adjust in a rapidly changing environment
  • An active Secret clearance is required to be considered for this position
Required Experience:

  • 10+ years of configuration management experience
  • 5+ years’ experience directly supporting DoD personnel on space programs
Preferred Skills:

  • Familiarity with information technology (IT) and/or database management
  • Hands on experience administering DoD Acquisition Management
  • Active Top Secret clearance
Preferred Experience:

  • 5+ years’ experience with SATCOM systems, preferably MILSATCOM
