Job Overview


GovCIO is seeking a candidate for the position of VistA Technical SME to support the Department of Veterans Affairs (VA). The VistA Technical SME will be responsible for working with the VistA Transition Team (VTT) to provide VistA expertise and insight prior to and after each VA Medical Center transitions to Oracle Cerner electronic health record.  This includes compiling information for the VistA Usage Evaluation Report, working with each site to determine if this usage is appropriate, and generating other documents such as a site-specific playbook containing the interfaces that the site will be receiving for their cutover.  The candidate will also assist in the development of new strategies that will assist the VTT regarding VistA usage and the disseminate information to VTT team members and key stakeholders through clear and effective communication channels.  The candidate will provide key presentations to each site regarding changes to MyHealtheVet, Pharmacy, WebVRAM, etc.



  • Ability to conduct gap analyses to determine VistA usage at a VA Medical Center after transition to Oracle Cerner
  • Ability to develop and deliver technical presentations
  • Assist in the enhancement of current VistA usage analysis
  • Ensure all communications are in support of the VTT objectives and are consistent across delivery channels and stakeholders
  • Work in partnership with the OIT VTT, OIT Infrastructure Operations, VHA and other stakeholders

Required Skills and Experience

  • Education Requirements:  Bachelor’s Degree in Engineering, Computer Science, Systems, Business or related scientific/technical discipline
  • Years of Experienced Required:  15
  • 10 years of additional relevant experience may be substituted for education
  • Expert knowledge of VistA and its applications
  • Possess strong analytical skills required to proactively research information and begin compiling initial responses to ad-hoc data calls

Preferred Skills and Experience

  • Experience in the VA Veteran-Focused Integration Process (VIP) project management methodology or experience operating in an agile environment 
  • Experience within a Health IT environment is desirable
  • Excellent written and oral communication skills
  • Good decision-making and interpersonal skills
  • Ability to work independently and conduct research with minimal guidance and supervision
