The Joint Interoperability Test Command (JITC) is responsible for the oversight of all DISA test and evaluation (T&E) within DISA. The mission of the JITC labs at Fort Meade and Fort Huachuca is to enable the successful transition of joint acquisition IT systems from developmental testing to fielding through early and continuous involvement in the program life cycle.

Duties and Responsibilities:

  • Performs analytical work in support of testing, evaluation, and certification of IT/NSS related to military intelligence and ISR. T&E areas include developmental, operational, standards conformance, enterprise, and interoperability. Incorporates DoD and Intelligence Community interoperability directives and instructions in all T&E processes.
  • Intelligence T&E support areas include developmental, operational, standards conformance, enterprise, and interoperability. A T&E analyst follows and applies common T&E processes that include identify requirements, verify user needs, develop evaluation approach, collect data, analyze data, and report on findings.
  • Reviews, analyzes, and evaluates IT system operations. Reviews and analyzes blueprints, schematics, and technical drawings, diagrams, and specifications.
  • Must be able to review, analyze, and interpret customer information. Solicits intelligence system requirements and associated operational environments to produce an evaluation approach that supports T&E objectives. Shares and briefs T&E project milestones to all levels of stakeholders.
  • Conducts and may oversee testing of processes and products.
  • Responsible for the design and implementation of test procedures to determine if standards and criteria are met. Recommends adjustments to the T&E process or detailed procedures if appropriate.
  • Responsible for all activities involving quality assurance and compliance with applicable regulatory requirements; conducts audits and reviews/analyzes data and documentation.
  • Relies on manual methods and automated test tools to execute the cybersecurity assessment and collect data.
  • Inspects, tests, and measures data that is produced or consumed.
  • Must be able to document, notify, brief, and discuss results.
  • Records all initial findings and documents final test results in a designated formal cybersecurity report.
  • Accounts for anomalies and errors found in testing, notifies customers and management, and may help analyze and/or correct problems.
  • Acceptable degree specialties include but are not limited to the following: Information Technology, Computer Science, Mathematics, Cybersecurity, and various engineering and science disciplines.
  • This labor category may also include personnel who provide technical testing, analytical, and management support in areas of intelligence and ISR where knowledge and skills are gained primarily through unique formal education, specialized training, and operational assignments requiring access to sensitive or classified information and systems. General experience, training, and/or certifications for this category are concentrated in various intelligence disciplines, ISR systems and platforms, and multi-disciplined intelligence processes.
  • Relevant experience includes, but is not limited to the following intelligence disciplines and fields: Signals Intelligence, Imagery Intelligence, Human Intelligence, Measurement and Signatures Intelligence, Geospatial Intelligence, All-Source Intelligence Analysis, and Counter Intelligence.
  • For the purpose of evaluating qualifications under this labor category, one week of certified intelligence systems or intelligence processes training at a DoD or Service school equals 40 course hours of completed training (8 hours per day).
  • Intelligence training can be validated by presenting the appropriate certificate(s) or course completion record from a DoD Military Service intelligence school that lists the course duration in hours, days, or weeks.
  • Demonstrates expertise in a variety of intelligence/ISR concepts, practices, and procedures.
  • Relies on extensive experience and judgment to plan and accomplish goals. Performs a variety of complex tasks. A wide degree of creativity and latitude is expected. Leads and directs the work of others.
  • Typically reports to top management or executive.
  • May provide consultation on complex projects and be a top-level contributor/specialist.
  • Must be expert at problem-solving, identifying risk, and communicating results and recommendations.
Required Experience/Skills:

  • An active TS/SCI clearance is required to be considered for this position
  • Acceptable degree specialties include but are not limited to the following: Information Technology, Intelligence, Mathematics, Computer Networking, Cybersecurity, and various engineering and science disciplines. Requires a Master’s degree; or a Bachelor’s degree with at least 6 years of experience; or 10 years of experience. One year of experience can be substituted by 15 semester hours completed towards a Master’s degree. Requires at least 1 certification in area of specialization. Additional certifications in the area of specialization may be substituted for experience but varies by certification. The degree must be in a relevant technical curriculum and experience must be related to the job duties.
