Job Title - Project Manager
Akima Infrastructure Services, LLC (AIS), is actively seeking individuals who can contribute to national security within the project management and business services fields as part of our staff augmentation team supporting the Department of Energy at Oak Ridge National Laboratory. AIS has an established history of contributing to the success of our customer's mission.
Successful candidates will be employees of AIS, a premier government contractor charged with employing highly motivated and well-qualified personnel who can advance the missions of the Oak Ridge National Laboratory in Oak Ridge, TN. Though employed by AIS, the employee will take day-to-day direction from technical personnel employed directly by the research laboratory. Pay, benefits, Human Resource, and Employment Management functions are provided by AIS.
Qualified applicants must be a US citizen, at least 18 years of age, and able to meet pre-employment requirements including any required physicals, drug screen, and/or background investigation to satisfy clearance requirements from the Department of Energy.

Essential Duties:
This position will develop project definition and scope, methods of accomplishment and project schedule and cost baselines. Baselines include establishment of work activities, milestones and schedules, cost estimates and spending profiles in accordance with ORNL business processes.
  • Responsible for the day-to-day tactical duties.
  • Determine and define project scope and objectives.
  • Manages design and construction projects from conception through turnover to operations within the established baseline.
  • Identifies an engineering and project controls team and leads the team to successful project completion.
  • Reports project status and meets with ORNL senior management, DOE, and the research customer.
  • Manages, plans, and coordinates activities of projects to ensure that goals or objectives of projects are accomplished within prescribed time frame and funding parameters.
  • Reviews project proposal or plan to determine time frame, funding limitations, procedures for accomplishing projects, staffing requirements, and allotment of available resources to various phases of projects.
  • Establishes work plan and multi-disciplinary staffing for each phase of project and arranges for recruitment or assignment of project personnel.
  • Responsible for the administrative/operational leadership of a project within the program guidelines set by the Program Manager and customer.
  • Monitors project to ensure work scope, schedule, and budget are well defined and maintained.
  • Provides the coordination between resource managers/supervisors and ensures all necessary reviews and approvals are received.
  • Measure project performance to identify areas for improvement.
  • Utilize industry best practices, techniques, and standards throughout entire project execution.
  • Develop budget based on scope of work and resource requirements.

  • Experience leading others in the execution of project tasks.
  • Demonstrated ability to identify, define, and solve multidisciplinary problems in a timely and cost-effective manner.
  • Familiar with basic Earned Value Management (EVM) principles and processes.
  • Experience tracking project status and presenting status reports.
  • Advanced skills in problem resolution, negotiation and leadership.
  • Advanced experience in assessing designs for manufacturability.
  • Proven ability to present concepts and ideas in a clear and coherent manner, both verbal and written, for presentation and interaction with other staff members.
  • Experience working as a member/leader of a multidisciplinary project team.
  • Experience evaluating and analyzing complex projects, identify issues, and propose solutions to problems.
  • Experience interpreting, organizing, and analyzing data from multiple sources.
  • Demonstrated verbal and written communication and interpersonal skills.
  • Demonstrated organizational, recordkeeping, and coordination skills.
  • Demonstrated ability to work with multiple levels of management or technical personnel.

Education and Experience:
  • Master's degree in Business, Engineering or a related field and at least 2 years of relevant experience
  • Bachelor's Degree in Business, Engineering or a related field and at least 5 years of relevant experience
  • Minimum 7 years of relevant experience or equivalent combination of education and experience
  • In depth experience with project scheduling software including but not limited to Primavera and Microsoft Project
  • Experienced using enterprise level ERP systems such as SAP and Business Warehouse services to monitor and track project costs
  • Advanced experience in the use of SharePoint and MS Office Suite

  • This position may require the ability to obtain and maintain a clearance from the Department of Energy. WSAP positions require participation in an ongoing random drug testing program in addition to the pre-employment drug screen.

Minimum Qualifications:
  • In accordance with President Biden's Executive Order 14042, you must be able to meet all health requirements, including but not limited to, current and future vaccination requirements to infectious diseases such as COVID-19. The Executive Order generally requires that all federal workers and federal contractor employees be fully vaccinated by December 8, 2021.
