The contractor shall provide Telecommunications Engineer support. Provides management, supervision, coordination, support and monitors project team performance for various systems. Provides technical guidance, direction, and/or training across multiple functional areas. Provides input for proposal preparation, project estimation and budgeting, technical review, and presentation. May be responsible for managing, tracking, control and reporting on all aspects of project performance, including technical, financial, contractual, administrative, logistical, and personnel oversight. May lead, develop, or oversee development of, systems requirements, design, documentation, algorithms, software implementation, hardware layout, integration, installation, analysis, and peripheral interfaces. May contribute to the generation, oversight, test and evaluation plans, and execution of those plans when necessary. Responsible for exercising independent judgment, as well as a high level of analytical skill, in solving complex and unusual technical, administrative, and managerial problems, and documenting and communicating results at all levels.


The Telecommunications Engineer duties shall include, but are not limited to assisting the Program Office with the following:
  • Provide technical assistance in the development and delivery of templates, guides and technical documents required throughout the Life-Cycle of a system.
  • Provide acquisition and project management support.
  • Contribute to technical working groups and interchange meetings, program management review and support equipment requirements review meetings.
  • Analyze plans and programs, integrate with external agencies accomplishing equipment acquisition, and participate in Test and Evaluation and strategic planning activities.
  • Contribute to Configuration Audits; analyze Integrated Logistics Support requirements and review operational/contingency plans.
  • Develop capabilities for systems, investigate available technologies, and define alternative concepts to meet user needs.
  • Contribute to System Design Review, Configuration Control Boards, Logistics Engineering and other activities of the USCG Acquisition Life-Cycle and Systems Engineering Life-Cycle.
  • Develop EC- TCTO documentation IAW SFLC directives and processes.
  • Develop installation design plans and installation drawings and procedures including the creation of or the updating/redlining of USCG AutoCAD drawings and plan sets.
  • Develop detailed program/project management plans including WBS and draft project schedules and manage resources utilizing the current project management tool.
  • Develop and maintain project management oversight documents describing schedule, budget, adherence to approved plans and specifications, and efficient and effective implementation.

Minimum Qualifications:
  • Bachelor's degree in Communications Engineering.
  • The candidate shall possess over ten (10) years of engineering experience in EMI/ RADHAZ analysis.
  • Four (4) years of experience including telecommunications engineering support for shipboard and shore stations with at least four (4) of the following equipment/systems/ programs:
    • MF, HF, VHF, UHF, and SATCOM Systems (including high and low power),
    • US/NATO Secure Voice Systems, NAVTEX and NAVDAT transmitters, telephone systems, IP-PBX, switches, and RADHAZ/EMI control measures.
  • Must possess demonstrated knowledge of telecommunications installation requirements and procedures as well as equipment procurement, production, and installation experience.
  • A current System Security Certified Practitioner (SSCP) or equivalent certification is required.
  • Additional specific information assurance certification requirements may be required at the task order level.
  • A Secret security clearance is required.
