Job Summary

For the designated geographical region, supervises a staff of union employees in operational range clearance and mission support. Manages personnel for all aspects of the target management process to manage, maintain, and service target sets and target access roads. Employs personnel in a SMART Team Concept, covering a specific geographical site or sites conducting operational range clearance-related activities. Ensures all contractor Target Operations requirements are met, in accordance with the PWS. Coordinates and supports all customer project requirements, managing customer priorities.

Essential Responsibilities:
  • Supervises integrated functions comprised of various job classifications and personnel in MEC-related activities for maintenance, development, and construction ensuring the customer's requirements are met and ranges are in accordance with AF and DOD Instructions and Policies for geographically assigned area.
  • Work cooperatively and professionally with the Target Operations Manager, Superintendent, and Senior UXO Supervisor for the geographical region and all personnel on the contract, to include the Range Coordinators and US Government customer.
  • Coordinate and shares best practices with other Superintendents, Deputy Superintendents, Senior UXO Supervisors, and other management personnel.
  • Provide guidance and technical direction of RSS II Target Operations Union personnel under your direction and on a specific site or multiple sites of NTTR supporting contract operations; responsible for the quality and performance of work.
  • Coordinate and work with the Range Coordinator overseeing the target maintenance events and mission support activities.
  • Will oversee and coordinate the following areas in your geographical area of responsibility, in conjunction with the Prime's representative: Civil Engineering, Quality Assurance, Logistics Management, Property Management, Physical Security, Safety-Health, and Environmental programs, as they pertain to the Target Operations functions.
  • Performs all necessary management functions in order to plan, implement, track, report, and deliver the required services described in the PWS. Maintains, and reports performance metrics which effectively measure the level of performance in execution of the PWS Performance Metrics.
  • Monitor procedures and analyze work trends in your area of responsibility.
  • Establish and maintain integrity and utilization of Maximo database in report development pertaining to Target Operations.
  • Ensure CDRLs are accomplished, delivered on time, content is accurate and formatted IAW contract DOD instructions.
  • Assist in development of required plans (e.g., health and safety plans).
  • Develops a routine maintenance schedule for road systems and ranges with the ability to respond to emergencies posed by inclement weather.
  • Solid knowledge of target operation procedures and guiding USAF and DOD instructions, policies and procedures.
  • Interviews and recommends candidates for open positions.
  • Coaches staff on a daily basis, for training and continuous improvement.
  • Prepares performance appraisals as required.
  • Issues disciplinary action when appropriate.
  • Ensures employees are informed of and use safe work practices.
  • Perform all other position related duties as assigned or requested.
Minimum Requirements

10 years demonstrated management and leadership applicable in field of operations, maintenance, construction, civil engineering, and/or MEC-related activities. Experience managing and leading work crews with varied backgrounds and myriad objectives, reach consensus on complex issues in a timely manner, and manage others in performing complex, interrelated tasks in an efficient, effective and timely manner. Prior military and civil engineering experience is a plus. Must be able to demonstrate experience working in procedurally, environmental and safety compliant environment. Possess ability to speak, read, and write English. Must be computer literate in common software applications and able to operate general office equipment. MEC experience including working on Operational and Test Ranges performing range clearance operations is a plus. Graduate of an OSHA-compliant (29 CFR 1910.120) 40-hour HAZWOPER course. Graduate of an OSHA-compliant (29 CFR 1910.120(e)(4)) 8-hour Management and Supervisor Training course. Must have completed a 10-hour OSHA Construction Safety and Health Training and earned a Department of Labor Construction Safety Course Completion Card. Must possess and maintain a valid state issued motor vehicle drivers' license. Position requires the ability to qualify for and maintain a Secret Security Clearance.

Work Environment, Physical Demands, and Mental Demands:

Work involves areas that may contain explosive hazards. Work in involves outdoor environments with uneven terrain, variable outdoor conditions including heat, cold, moisture, dust, noise, and confined areas. Work may include wearing associated personal protective equipment, including respirator equipment. May lift up to 50 pounds. The employee frequently is required to walk; reach with hands and arms; and stoop, kneel, crouch, or crawl and work in tiring and uncomfortable positions. May involve work typical office environment with no unusual hazards, sitting while using the computer terminal, constant use of sight abilities while reviewing documents, constant use of speech/hearing abilities for communication, constant mental alertness, must possess planning/organizing skills and must be able to work under deadlines. Frequent travel over long distances throughout the NTTR is required. Required to travel occasionally with overnight stays. As an exempt employee, may be required to work other than standard work hours to ensure effective customer support. Must be able to acknowledge and respond to Emergency lights and sirens and be capable of wearing a protective mask.
