Job Description:
Lead or facilitate the creation, communication, and support the completion/maintenance of standardized organizational planning templates/plans (e.g. reports to USD(I&S), Project Management Plans, Standard Operating Procedures, Plans of Actions and Milestones, process flows, etc.)
Shepherd all work products through appropriate review and coordination activities.
Plan, facilitate, and document issues and outcomes from meetings.
Make recommendations for and implement improvements including data collection, storage, workflow, management, accountability, tracking, reporting, etc.
Support the Annual Reports on Cryptologic and Cybersecurity Accreditation and Certification. Collect and produce metrics, analyze metrics, and recommend and assist with implementation of changes/improvements to areas under the Certifications' PMO purview, including both strategic and tactical recommendations.
Develop, operationalize, and execute processes including candidate management, record keeping and reporting, security, administration and maintenance of assessments, assessment delivery, assessment scoring and candidate feedback, certification renewal/recertification, disciplinary actions and appeals process, Americans with Disabilities Act (ADA) compliance, maintenance of related publications, as well as organizing, planning and conducting the self-study.
Capture and document IT requirements for certifications management and related needs.
Assist with development of the requirement for, and interact with, organizations developing and implementing System(s) of Record that will serve as the comprehensive record keeping system for NSA's professional certification programs. Activities may include writing and refining requirements and testing against requirements.
Required Qualifications:
Possession of a BA/BS Degree or equivalent experience.
At least three (3) years demonstrated experience formulating, developing, documenting, or implementing policy, plans, or processes.
At least three (3) years demonstrated experience planning and leading an effort to meet objectives or short-suspense time schedules.
At least five (5) years demonstrated assembling project information to include objectives/outcomes/deliverables; writing, revising, and editing drafts including executive summaries, conclusions, and organization credentials.
At least three (3) years demonstrated experience compiling and delivering decision briefs to senior and executive levels and their staffs.
At least three (3) years demonstrated experience formulating, analyzing and resolving plans, policy, and business issues.
At least three (3) years demonstrated experience leading process development and reengineering activities using business re-engineering techniques such as Lean Six Sigma.
Proven experience writing, interpreting, applying DoD/IC policy and guidance.
At least three (3) years demonstrated experience developing and reporting metrics.
At least three (3) years demonstrated experience collecting, managing, manipulating, and reporting data using a variety of tools and techniques.
At least 5 years demonstrated experience conducting analysis and assessments related to a variety of topics and issues, and documenting and presenting results to stakeholders.
Desired Qualifications:
Knowledge of NSA, IC, and DoD Cryptologic and Cybersecurity programs and activities.
Experience with database management software, database architecture, computer programming, and/or managing IT requirements.
Knowledge of the Defense Intelligence Training and Education Board (DITEB) and the Defense Intelligence Human Resources Board (DIHRB).
Institute for Credentialing Excellence Certified Credentialing Specialist.
