Northrop Grumman Aeronautics Systems in San Diego, California is currently seeking a Manager, Software Engineering 2. The successful candidate will lead a team of approximately 10-20 individuals to complete the full software development life cycle in an Agile software development environment. The successful candidate will collaborate and work in a team environment with their peers, e.g. Systems Engineering, Systems Test, and Electronics & Payloads, to ensure the team is meeting the mission engineering objectives of the contract. The successful candidate will implement and utilize several Agile development techniques and metrics to help manage team progress and quality throughout the life cycle. This position is a dual-hatted position that reports to the IPT Lead on the program side and the Cloud and Application Department Manager on the functional side.

Essential Functions:
  • Responsible for managing and reporting budget and schedule status for software
  • Focal point for earned value and schedule reporting
  • Work closely with program-assigned systems engineering, software development, and management professionals to ensure that the software lifecycle is accomplished with high quality and efficiency
  • Supports budget and IMS task planning based on received Budget Advice and associated TAs in coordination with SW IPT, SW Development Leads, SW Architects, and Product Owners
  • Oversee and manage the quality and timeliness of the organization's products, and identification and remediation of potential issues before they become problems
  • Ensure earned value and schedule status is provided as required by the rhythm defined by the program
  • Develop and manage detailed budgets and schedules and create work assignments for indirect tasking
  • Support coordination and content for program EAC reviews at a rhythm defined by the program
  • Support program Initial Baseline Review (IBRs) and associated review as required program
  • Provide Functional Management to direct reports, including career guidance, staffing, interviewing/onboarding, disciplinary actions, and direct engagement
Basic Qualifications:
  • Bachelor's Degree in a STEM (Science, Technology, Engineering, or Mathematics) discipline from an accredited university with a minimum of 9 years of software development experience or Masters and 7 years of experience
  • Prior software leadership experience
  • Must demonstrate a comprehensive understanding of all aspects of the software development lifecycle
  • Prior leadership experience using agile development, including participating as Product Owner, SCRUM Master, and/or team member in an Agile development environment
  • Prior experience using Atlassian Tool Suite, JIRA, SonarQube
  • Active DoD Top Secret Clearance
  • Ability to obtain Special Access Program (SAP) clearance before establishing a start date
Preferred Qualifications:
  • Special Program Access is preferred
  • An advanced degree in Engineering, Computer Science, Computer Engineering, or other STEM discipline
  • Advanced technical management degrees
  • Prior experience in engineering functional management is a plus
  • Proven leadership qualities and strong interpersonal skills
  • Demonstrate exemplary professionalism and ability to maintain composure in stressful situations
  • Demonstrate strong team-building/collaboration skills
  • Demonstrated ability to build diverse/inclusive teams with engaged team members
  • Demonstrated mentoring and coaching skills, and excellent 2-way communication skills (upward and downward)
  • Previous experience leading a team of 5-12 employees with a record of on-time performance
  • Previous experience in developing proposal inputs (task descriptions and basis of estimate)
  • Time management and organizational skills to prioritize across concurrent program and functional responsibilities
  • Prior experience with cost account management and task/resource planning
Salary Range: $143,500 USD - $215,300 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
