Job Summary

Electrical Engineer is responsible for a variety of engineering tasks in the initial planning RFP development, proposal technical review, design/submittal review, construction phases of capital projects. Interacts with planners/estimators/project managers, project control supervisors, department managers, functional managers, O&M shop lead, other disciplines, construction inspectors, various project support groups, real property, facility condition assessors' subcontractors, vendors, and customer representatives as appropriate on an assigned projects.

Essential Responsibilities:
  • Working and in-depth experience with power electrical equipment such as transformers, generators, Main Distribution panels, Automatic/Manual Transfer Switches, Switchgears, electrical conduits, feeders, fire alarm panels, telecommunication, SCADA and all other relevant electrical components.
  • Develop Statement of Work, Price Schedule, Independent Cost Estimate, and Request for Proposal Packages for Electrical Capital Project for new or existing facility upgrades.
  • Review Electrical and multipipeline RFP packages for technical adequacy compliance for government initial Statement of Objectives and basis of design.
  • Advises the Supervising Discipline Planner/Estimator Project Manager about status of assignment(s) with respect to schedule, budgets, delays, and adverse problems.
  • May be responsible for job planning to include task and work instructions, cost estimates, man hour requirements, scheduling, and material requirements on Work Orders received.
  • Provide input to management regarding problems such as shortages, design changes, backlogs, and the like.
  • Participate as Electrical Discipline Subject Matter Expert in variety of meeting such as scope development field verification with customer, bid walk, kick off meeting, pre-construction meeting, and final inspection among others.
  • To be well rounded and seasoned on initial project planning through execution/construction phase and final commission and start-up.
  • Ensures quality, quantity, and completion of the assigned engineering tasks.
  • Plans and schedules engineering efforts associated with assigned project.
  • Understands and uses computer software and applications associated with engineering assignments.
  • Continually upgrades technical knowledge and capabilities and pursues additional coursework and training.
  • Able to use vendor documents as reference for assigned tasks and can review the discipline's supplier documents for accuracy.
  • Under general direction, completes engineering assignments of moderate to advanced complexity.
  • Fully understands and assists with the preparation of project scope within a specific discipline.
  • Fully understands business development concepts and methods and provides support to proposals.
  • Fully understands UFGS, UFC, IBC, NEC, NFPA life safety codes and other general and electrical code for the military facility installation for new and renovation capital projects.
  • Fully versed with and can check the work sequence, general content and the methods used to generate specifications for the purchase of material, equipment, systems, services, or construction within a specific discipline.
  • Fully versed with the process of preparing and checking of calculations within a specific discipline.
  • Fully versed in the collection and/or evaluation of data and information regarding technical and economic factors including physical, chemical, environmental, maintenance, operational, regulatory, constructability, and/or schedule factors relating to a specific subject within a discipline.
  • Reviews, advises, and provide technical advice to contract office on the general contractor's RFP/RFQ bid proposals packages and purchase orders.
  • Assists with the development of manpower, man-hour, and labor cost requirements for a project and can monitor them to aid in evaluating budget limitations.
  • Takes the lead on estimating tasks and performs material take-offs for a specific discipline.
  • Has an advanced level of knowledge of discipline's material costs and of cost and forecasting.
  • Understands the planning and scheduling of engineering tasks within a specific discipline.
  • Can integrate all project functional requirements into a complete project plan.
  • May provide technical guidance to less experienced engineering staff.
Perform all other position related duties as assigned or requested.

Minimum Requirements

Bachelor of Science degree in an appropriate electrical engineering discipline from a four year accredited college or university. Combination of education, training, and experience may be substituted in lieu of degree. Minimum Experience: 7+ years of experience in a US military base or power industry required. PE License and/or PMP certificate preferred but it is not mandatory. Good oral and written communication skills; working knowledge of word-processing and integrated software applications; organizational skills and ability to perform detail-oriented work are required. Position may require the ability to pass and maintain a Security Clearance. Position may require travel. Must possess a valid state issued driver's license.

Work Environment, Physical Demands, and Mental Demands:

Typical office environment with no unusual hazards, occasional lifting to 20 pounds, constant sitting while using the computer terminal, constant use of sight abilities while reviewing documents, constant use of speech/hearing abilities for communication, constant mental alertness, must possess planning/organizing skills, and must be able to work under deadlines. Position may require the ability to pass and maintain a Security Clearance. Position may require travel.

Preferred Qualifications

PE License and/or PMP certificate preferred but it is not mandatory.
