Our work depends on a Cloud Development Sr. Manager joining our team to supporting the Centers for Medicare and Medicaid Services (CMS) activities in Columbia, MD.

As a Cloud Development Sr. Manager supporting CMS, you will be trusted to lead a team of Full Stack Developers supporting the Enterprise Portal application, providing frontend and backend development support and best practices to design single-page architecture (SPA) applications and Microservices using cutting edge and open-source technologies, including J2EE, Node.JS, RESTful, HTML5, Angular, JavaScript, and AWS technologies. You will work in a SAFe Agile environment to support short sprints and rapid delivery of releases. In this role, a typical day will include:
  • Leading the back-end developer, full stack developer, and system administrator team members, providing mentoring, coaching and best practices in coding and Dev/Ops activities.
  • As the team lead for the Full Stack Developers, you are responsible for developing state-of-the-art systems that enhance the existing commercial and in-house developed software by adding web-services' capabilities.
  • Leading the Full Stack Developers in developing RESTful services which will be hosted on AWS.
  • Responsible for writing reusable, testable, and efficient code.
  • Designing and implementing low-latency, high-availability, and high-performance applications that adhere to security and data protection requirements.
  • Participating in the full SDLC or Agile methodologies.
  • The individual must be able to actively collaborate with the cross functional teams such as Requirements, Testing and Infrastructure Teams.
  • The individual must be pro-active in daily development activities, be able to estimate detail design and development efforts, and adhere to development timelines specified by the schedule.

  • Bachelor's degree in computer science or related field
  • 12+ years of experience with full life cycle development of web and portal applications
  • Proven experience in designing, developing, testing, and integrating micro services into large applications
  • Hands-on experience facilitating and leading troubleshooting activities. Advanced debugging skills with backend micro services and related issues
  • Proven experience in agile development methodologies, such as Scrum and/or Kanban, and experience with Jira to manage the agile sprints and backlogs
  • AWS Cloud Developer Certification
  • Experience working with the Centers for Medicare and Medicaid Services (CMS) and/or other Health care organization
  • Candidate must be able to obtain Public Trust clearance and must have lived in the United States at least three (3) out of the last five (5) years

Technical skills:
  • 6+ years of experience developing RESTful services, using NodeJS or J2EE
  • 6+ years of experience with JavaScript and JavaScript related utilities
  • 6+ years of experience with distributed version control systems such as GitLab/GitHub/BitBucket
  • Experience with Relational databases (Mysql, Postgres, etc.) and related caching APIs (Redis, Varnish)
  • Experience with build/SCM tools such as Maven, ANT, NPM

  • US citizen or a Green Card holder
  • Master's degree in computer science or related field
  • Proven oral and written skills to communicate with external and internal stakeholders effectively
  • AWS Cloud DevOps Engineer Certification
  • 1 year of experience with Angular 5 or higher
  • 1 year of experience with Unix/Linux
  • Experience with continuous delivery and integration tools: Jenkins, Nexus, Artifactory, etc.
