LinQuest is seeking a motivated Positioning, Navigation, and Timing (PNT) Systems Engineering and Integration (SE&I) Program Manager (PM) to join our team in El Segundo, CA.

The Program Manager will lead a combined team to manage cost, schedule, risk and technical performance of the PNT SE&I subcontract to earn exceptional customer feedback. The PM will plan, direct, and manage these contracts, working closely with functional leaders within LinQuest and across subcontractors to recruit and retain your team. The PM will routinely work with Prime Contractor leadership. The PM will lead the program start-up, establishing daily operations, achieving financial results, and executing the program to comply with contract terms, regulations, and internal policies. Finally, the PM will work closely with the Vice President and General Manager and the Line of Business Senior Vice President to execute LinQuest business strategy, and support overall business growth within the PNT family of programs.


  • Deliver excellence to our customer
  • Lead a team of 40+ with technical engineering backgrounds across LinQuest to accomplish SE&I professional services for the PNT SE&I Prime Contractor customer.
  • Collaborate with Prime Contractor and government leadership and key relationships
  • Ensure team is supports the Prime Contractor as laid out in the Performance Work Statement
  • Track the program schedule and allocate resources to succeed
  • Execute the contract budget, report financials to the government and LinQuest
  • Manage risks, issues and opportunities for program work; remove roadblocks
  • Recruit and retain staff
  • Lead strategic initiatives on the program; innovate and facilitate continuous improvement
  • Communicate challenges to company leadership to mitigate any issues
  • Lead program reviews to highlight accomplishments and challenges
  • Collaborate with leadership to align with company policies
  • Participate in business development and proposal writing

Required Experience:

  • 20+ years’ relevant experience in DoD, national security space acquisition, ground or communications systems, and having managed a $400M DoD program providing system of systems enterprise-level SE&I services in the past 5 years
  • Management of complex DoD programs providing engineering or similar technical fields
  • Experience with DoD program management practices, reporting, quality guidelines, and financial management
  • MS degree

Preferred Experience:

  • Direct support to Space Systems Center
  • Career experience in a Combatant Command, Joint or Higher Headquarters staff
  • Knowledge with DevSecOps and management in an agile environment
  • Agile management practices
  • Knowledge of and background in Combatant Commands, US Space Force, Space Operations Commands (SpOC) and Space Readiness and Training Command’s (STARCOM) organizational structures
  • Experience managing cost-type contracts, preferably cost plus award fee (CPAF)
  • CISSP or other relevant certifications
