Position Summary

Responsible for the implementation of nuclear Access Authorization (AA) and Fitness for Duty (FFD) Program requirements supporting efficient and effective granting and maintenance of unescorted access at nuclear sites.


Essential Responsibilities

  • Develop and review nuclear AA Program information in accordance with 10 CFR Part 73.56, Nuclear Regulatory Commission (NRC) AA Program. Coordinate and conduct access authorization in-processing and maintenance activities. Conduct and review background investigations supporting a determination of trustworthiness and reliability. Maintain AA Program databases. Generate and analyze AA Program data and reports.              
  • Develop and review nuclear FFD information in accordance with 10 CFR Part 26, NRC FFD Program. Maintain databases tracking covered workers. Generate and analyze FFD Program data and reports. Coordinate activities ensuring FFD Program compliance. Maintain FFD Program records and support NRC Annual FFD Performance Report preparation. Provide end user training and daily program/system support. Ensure FFD database integrity and support software changes and upgrades.
  • Monitor recurring program requirements to ensure continued regulatory compliance and maintenance of nuclear worker fitness for duty, trustworthiness and reliability determinations. Update program procedures, policies and forms in response to assessment and regulatory change.


Minimum Requirements

  • Associates degree in a social science program (e.g., law enforcement, criminology) or a combination of education and experience providing equivalent knowledge. Bachelor’s degree preferred.
  • At least two years of related experience (i.e., Nuclear FFD Program, HR, business, compliance, workforce analysis, etc.).
  • Strong verbal and written communication skills required.
  • Demonstrated ability to pay close attention to detail.


Must live within 60 minutes to ensure proper implementation of Emergency Response plan.


A condition of employment will be successfully obtaining and maintaining General Security Clearance and a Nuclear Security Clearance for unescorted access to Xcel Energy nuclear plants including successful completion of nuclear General Access Training (GAT) and the nuclear security screening process (typically consists of an alcohol/drug screen, a criminal history check, a psychological assessment, initial credit and background investigation and periodic credit & criminal history checks).


This position requires continuity in your new role for 24 months. During that time, you will not be eligible to apply for or request to be moved to any other job at the Company until the continuity timeframe has been met, unless otherwise approved by senior leadership.

The anticipated starting base pay for this position is: $58,000 to $82,666 per year
