Raytheon Intelligence and Space (RIS) is seeking a Program Chief Engineer (PCE) - Software Development and Sustainment Programs. The position is a very key position that falls within the Electronic Warfare Systems (EWS) Self Protect Systems (SPS) Chief Engineering team. The position is located out of our Point Mugu office location.

The Program Chief Engineer (PCE) will be responsible for establishing technical baselines and road maps, product family and proposal development, pursuit of strategic business initiatives, and interfacing with customer and program leadership to capture programs.

The PCE for this position will be the engineering focal point for the AN/ALR-67(V)3 Software development and sustainment programs within RI&S Space Systems. These programs provides critical technology for the F/A-18 Radar Warning Receivers. The Chief Engineer oversees the entire engineering effort, providing oversight and technical direction to the program.

The problems and issues the Program Chief Engineer will face are numerous and undefined, and require detailed information gathering, analysis and investigation to understand problems and drive solutions. Problems are difficult and moderately complex. Problems typically require involvement of multiple specialties and technical leadership over a group of experts. Problems are typically solved through drawing from prior experience and analysis of issues.

  • Provide technical leadership and oversight of the entire sensor product life cycle development activities ,including: requirements development, allocation, verification and analysis; hardware and software design and development; system level integration and test planning, verification and validation; interface definition (electrical, mechanical, optical, thermal); modeling, analysis and simulation development; CONOPS development; and Monitor performance through technical performance measures.
  • Maintain technical baseline control within fixed cost and schedule constraints.
  • Takes full ownership of the engineering work products and artifact for the program.
  • Leads Configuration Control Board, Engineering Review Board, Failure Review Board, Risk and Opportunity Review Boards.
  • Fosters teamwork; culture in-line with high performance and cohesive teams necessary to meet the technical, schedule and cost challenges, act as the bridge between program management and technical staff, mentor the program junior engineers and review their work for quality.

Required Skills:
  • Minimum of 10 years of prior relevant airborne and electronic warfare (Electronic Support & Electronic Attack) experience | Minimum of 8 years of relevant experience with M.S. | Minimum of 6 years of relevant experience with a Ph.D.
  • Demonstrated prior success as Lead Design Engineer, Lead Software Engineer, Chief Engineer or Integrated Product Team Lead in Aerospace or Government Defense Organizations.
  • Demonstrated prior success with execution, process integration, Six Sigma, Quality or related process improvement methodologies.
  • Demonstrated experience in execution and management through the use of performance metrics.
  • Experience and interest in acting in the role as mentor giving guidance, direction and holding individuals accountable for deliverables in their domain area or responsibility.
  • Demonstrated prior success as Technical Lead on proposals, and ability to brief internally and externally to senior leadership.
  • Ability to independently interact and lead engagement with senior customers.
  • Strong systems and design engineering experience, with demonstrated ability to establish a strong technical baseline with disciplined change management, while operating in a rapid development environment.
  • Demonstrated ability to lead across a highly multi-disciplinary role, requiring experience across all design engineering disciplines, technical supplier management, business development, and program leadership.
  • U.S. Citizenship status is required as this position needs an active Secret U.S. Security Clearance.

Desired Skills:
  • Design experience with Electronic Attack (EP) or other Electronic Warfare (EW) systems of similar complexity.
  • Experience in RF signal processing.
  • Program/Project technical leadership experience.
  • Capture Management and Program Management leadership experience.
  • Export and Import (EX/IM) experience as it relates to overall system security.

Required Education: B.S. in Math, Physics, or Engineering or related technical major required (STEM) discipline.

Desired Education: M.S. / Ph.D. in Math, Physics, or Engineering or related technical major required (STEM) discipline.
