Job Description
The Data Engineer for Campaign Targeting Development will be responsible for configuring, executing and validating CRM communications through advanced analytics under a highly collaborative environment. This position has a high impact on communication programs that drive interventions to a base of over 80M members. This person’s day-to-day function will include manipulating data to develop target lists for member communications based on statistical analysis and business requirements. This activity requires a high comfort level with building queries and performing advanced analytics using SAS, Python and SQL or CRM tools.

This position is expected to:

• Develop daily/weekly/monthly campaigns for various business programs to reach out to client members regarding various conditions, benefits, and statuses/etc. related to their profiles using data tools for targeting including Campaign Relationship Management (CRM) system and Enterprise Data Warehouse (using SQL/SAS/Python) to produce data files
• Identify trends and write statistical programs to build customer segmentation models in SAS/Python to determine the right member, the right message, the right channel for communication through multiple channels ensuring higher conversion rate to increase member/patient base
• Interpret, analyze and influence strategy related to campaign evaluation and iteration, including financial impact, marketing cost, multi-channel effectiveness, member experience, behavior change metrics, etc. leveraging analytics methodologies such as A/B testing, etc.
• Deliver business intelligence to support strategic direction for Customer Relations by defining & measuring critical business metrics and providing analysis for the key metrics
• Translate analytics results to senior leadership and develop data visualization reports to provide critical business insights
• Participate on multiple projects pertaining to different audience conditions or otherwise of varied complexity (moderate to high) simultaneously
• Document and maintain analysis, procedures and queries necessary to prepare data based on targeting requirements and variations in data sources
• Consult with senior leadership, other team members and/or Manager on the creation of analytic solutions that effectively weigh business and technical tradeoffs using an understanding of strategy as well as relevant big data environment capabilities
• Apply problem-solving and analytical skill in conjunction with SAS and SQL language to conduct quality assurance checks on data (from initial delivery to final merged data) to ensure data integrity
• Develop SAS/SQL programs to access member claims data on all adjudication platforms to develop samples for all member surveys for building analysis, including performance guarantees, vendor, and Help Desk satisfaction surveys
• Work with other senior team members, business partners, including project managers, print production, client account managers and communications product managers, to assist on the flawless execution on data requests by asking appropriate questions and manipulating data accordingly
• Troubleshoot/research data-related issues and recommend corrective actions by applying descriptive and inferential statistics
• Contribute to requirements and design phases for member communications operations projects

Required Qualifications
• 3 years of development experience with SAS and SAS GRID
• 3 years of analytics experience within a large organization leveraging scripting languages and statistical software’s such as SAS, Python and SQL to perform data mining, reporting, and advanced analytics
• 3 years of experience with ETL tools such as SSIS, Azure data factory, Informatica, etc. to extract and transform data from large scale complex data platforms
• Experience with CRM tools, preferably in a healthcare industry
• 3 years of experience engaging with business users to develop requirements and formulate business metrics for reporting and presentation with data visualization tools such as Tableau, Power BI, etc.
• 2+ years of professional experience with a Campaign Relationship Management (CRM) tool such as Teradata Relationship Manager (TRM), Aprimo Relationship Manager (ARM) or IBM (Unica Campaign)
• 2+ years of Database Marketing experience
• Strong problem-solving and analytical skills, experience developing hypothesis tests
• Demonstrated ability to interpret instructions, ask analytical questions, validate report/query information and detect flaws in requests or suggested methodologies
• Understanding of all phases of the Software Development Life Cycle (SDLC) and process methodologies
• Ability to identify root causes of problems, develop, and implement solutions, incorporating business needs and consulting management as needed. This includes business considerations in project analysis and offering direction to keep projects aligned
• Advanced mathematical/statistical ability to draw insights from data and clearly communicate them (verbal/written) to the stakeholders and senior management
• Ability to work with team members or independently on multiple projects in a fast pace environment

Preferred Qualifications
PBM or prior healthcare industry experience

SAS Certification a plus

Ability to leverage multiple tools and programming languages to analyze and manipulate data sets from disparate data sources

Ability to understand complex systems and solve challenging analytical problems

Strong problem-solving skills and critical thinking ability

Strong collaboration and communication skills within and across teams

Knowledge in Java, Python, Hive, Cassandra, Pig, MySQL or NoSQL or similar

Knowledge in Hadoop architecture, HDFS commands and experience designing & optimizing queries against data in the HDFS environment

Experience building data transformation and processing solutions

Has strong knowledge of large-scale search applications and building high volume data pipelines

Bachelor’s degree in Computer Science, Operations Research, or related engineering field (quantitative).

Master's degree is preferred.
