Overview

You will be responsible for supporting both the Firm's existing swap dealer compliance program (CFTC-regulated swaps), as well as the Firm's ongoing implementation of a new security-based swap dealer compliance program (SEC-regulated security-based swaps). Deutsche Bank's swap dealing businesses comprise OTC derivatives products across FX, rates, credit, commodities and equities. Deutsche Banks's security-based swap dealing activities include single name credit default swaps and total return swaps, as well as other SEC-defined security-based swaps (e.g. swaps on narrow-based indices).

While you will be focused on swap dealer compliance and security-based swap dealer compliance, you will also assist in supporting the Firm's Volcker compliance program

Your Key Responsibilities:
  • Assist with the ongoing development and implementation of Deutsche Bank's global swap dealer and security-based swap dealer manuals and other policies and procedures
  • Provide continuous monitoring of the Firm's swap dealer and security-based swap dealer compliance programs to identify program gaps and/or enhancement opportunities; work with internal and external stakeholders to identify and implement action plans in response to the same
  • Draft and distribute formal compliance alerts or informal notes with respect to the swap dealer and security-based swap dealer; work with internal and external stakeholders on the ongoing development of first and second line of defense (1LOD and 2LOD) controls and surveillance needed for the swap dealer and security based swap dealer
  • Work with business line compliance and other relevant teams on annual swap dealer and security-based swap dealer risk assessments
  • Draft periodic (e.g., swap dealer annual CCO report, risk assessment reports) or ad-hoc reports, memos and other documentation, including regulatory responses
  • Conduct ad-hoc research and/or analysis related to laws, rules, regulations, and guidance or best practices related to the swap dealer and security-based swap dealer compliance programs


Your Skills and Experience:
  • Extensive experience in a financial services or equivalent role, preferably in a non-financial risk capacity (e.g., compliance, legal, or other risk management function) or within a trading environment; Bachelor's degree - JD a plus but not required
  • A working understanding or demonstrated capacity to obtain a working understanding of the Dodd-Frank Act Title VII as it pertains to the obligations of swap dealers and security-based swap dealers; working understanding or demonstrated capacity to obtain a working understanding of OTC derivatives
  • A working understanding of investment bank businesses, particularly fixed income and currencies (FIC) businesses, beyond Dodd-Frank (swap dealer and Volcker), working understanding of the regulatory framework applicable to investment bank business activities (e.g., SEC and FINRA broker-dealer rules, FRB Banking rules)
  • Ability to project confidence, thoughtfulness, and professionalism in all dealings and the ability to make, support, and defend difficult and/or complex regulatory/compliance decisions in a fast-paced environment
  • Excellent oral and written communication skills; experience in an investment banking environment, securities, and/or futures licenses, a plus


How You'll Lead:
  • Lead and support ongoing security-based swap dealer compliance program implementation efforts
  • Work with internal and external stakeholders on the development and ongoing testing/monitoring of the swap dealer and security-based swap dealer compliance programs
  • Develop and conduct training related to the swap dealer and security-based swap dealer compliance programs
