Occupational Summary

The Billing Manager is responsible for all invoicing and financial reporting for the assigned billing team.  This position provides direct managerial oversight to billing team members, including both operational responsibility for the assigned workload activity and overall performance management.  The Billing Manager is an integral partner in Post Award Financial Management working closely with the PAFM leadership team to provide responsive, accurate and professional financial and management support to all internal and external customers.

 

Work Performed

  • Ensures award portfolios are assigned timely and are equitably maintained across the billing section,
  • Provide guidance to and supervision of the billing team to ensure invoices and financial reports are processed within the required billing period and any exceptions are documented and escalated, if necessary.   Serve as subject matter expert regarding billing questions and sponsored research billing regulations.  
  • Liaise between management centers, departments and other stakeholders to address questions or issues regarding invoicing and reporting.  
  • Plan, coordinate and perform a variety of routine and complex analysis activities to ensure accurate maintenance of the monthly workload.  Assign tasks and responsibilities to billing team members.
  • Utilize tools to consistently track and monitor staff workload and performance. 
  • Use performance metrics and reports to ensure consistently strong performance by the team and overall performance in line with service level expectations.
  • Review activities to identify problems and irregularities and recommend modifications to procedures for optimal efficiency. 
  • Prepare reports and analyses for workload statistics highlighting trends and variances.  Provide appropriate recommendations or conclusions.
  • Engage in continuous process improvement to facilitate growth and professional development of the billing team members.
  • Maintain knowledge of external regulatory requirements to ensure compliance. 
  • Possess thorough knowledge of procedures.  Develop, document, and maintain these procedures in training manuals.
  • Promote teamwork and a positive working environment to achieve office goals.

Desired SKILLS AND Experience:

  • Research Administration Academy (RAA) certification desired.
  • Work generally requires five years of relevant financial and/or research administration experience.
  • Excellent problem-solving and analytical skills
  • Ability to assimilate and conceptualize information
  • Ability and desire to work in a fast paced and complex work environment
  • Demonstrated initiative and strong attention to detail
  • Strong time management skills in a deadline driven environment
  • Ability to work both independently and in a team-oriented environment
  • Proficient in Microsoft Office Programs: Excel, Word, Outlook, PowerPoint
  • Experience with SAP
  • Excellent written, verbal and interpersonal skills

Minimum Qualifications

 

 

Education

Education: Work requires communications, analytical and organizational requirements. skills generally acquired through completion of a bachelor's degree program. Research or grants education is preferred. Training: Successful completion of required department training such as GC101& 201 Introduction to Research, Financial Services Introduction to R3, Introduction to Duke GL, Introduction to Accounting, Sponsored Research Reporting, Research Administration at Duke (on-line), Basic Compliance (on-line) within first six months of hire is required. Successful completion of the Research Administration Academy (RAA) and Advanced Grants Management and eCrt is required. Employees hired into this classification without the expected credentials will work closely with their manager to schedule and successfully complete all training (12 months for RAA and an additional 6 months for AGM). Successful completion of all expected training will be an annual performance goal until complete. Upon completion of expected training, the employee must maintain Research Administration Academy (RAA) certification and Advanced Grants Management (AGM) certification by completing continuing education Certified Research Administrator preferred

 

Experience

 

Work generally requires three years of relevant grants and contracts experience.
