Subcontract Administrator Senior

Must be able to sit onsite in Indianapolis, IN, Baltimore, MD or DC metro area.

Responsible for development, negotiation, and administration of federal subcontracts while monitoring compliance with government regulations.

Primary duties may include, but are not limited to, performing due diligence on potential offerors, issuing solicitations, reviewing and evaluating offers including but not limited to:

  • Price analysis and negotiation; awarding and administering mid to complex subcontract agreements; subcontract close-out activities; compliance with federal regulations, procurement policies and procedures; and maintains official procurement files within the system or other designated department records repository. 
  • Maintains awareness of changes in government regulations and develops recommendations regarding company policies and practices. 
  • Serves as the primary company point of contact in dealing with subcontractors and subcontracting concerns. 
  • Draft and review agreements such as subcontracts, teaming agreements, non-disclosure agreements, software license, interconnection security agreements, escrow and other legal documents. 
  • Provides advice and assistance to management in resolving subcontracting concerns; and provides support for medium to large scale proposal efforts. 
  • Acts as liaison with Contract Administration, Program Operations, and Legal to mitigate risk. 

Qualifications

  • Requires a BA/BS degree in a related field; 6-8 years of progressively responsible experience in commercial and/or government related subcontracting with firm understanding of the Federal Acquisition Regulation (FAR) including contract types and to comprehend and apply laws and regulations applicable to business operations in a government contracting environment; or any combination of education and experience that would provide an equivalent background.  

Preferred requirements: 

  • Fit into a growth and compliance driven environment.

  • Certified Federal Contract Management (CFCM) designation preferred. 

  • Proactive and efficient in communication, supportive attitude to thrive in a service-oriented organization.

  • Health IT, IT or health care Industry experience desirable but not required.
