Currently, ManTech is seeking a motivated, career and customer-oriented Business Analyst/Customer Liaison to support the Food and Drug Administration (FDA)’s National Center for Toxicological Research (NCTR) located in Jefferson, Arkansas. You will support Data Center operations and cloud-modernization efforts and focus on helping the technical team understand the needs of FDA’s internal “customers” – meaning the FDA Centers, Offices, and Divisions with unique technology support needs, modernization requirements, and hosting requirements.

This role is primarily focused on understanding and documenting requirements and requires that love to dig in and bring business and technical people together to solve problems. Prior experience as a Project Coordinator, Customer Service Representative, Sales Engineer, or Business Analyst is all useful; we recognize that tech-savvy communicators do not have a single career progression.

  • Deep understanding of NCTR’s technology needs and Data Center and cloud-hosting team contributions to efficiently support the customer’s needs in terms of expectations, priorities, and responsibilities.

  • Coordinate the communication, clarification, and progress-tracking of NCTR’s infrastructure and application requirements to Data Center teams

  • Ensure compliance with NCTR expectations, SLAs, and quality assurance measures for Data Center services

  • Coordinate architecture/engineering, requirements elicitation, system improvement planning and review events – including change-control board (CCB) sessions and governance review

  • Lead status, progress, and risk/issue analysis reporting sessions and deliverables for NCTR staff on work underway or planned by Data Center teams

  • Serve as a point of escalation for support tickets, as needed

Basic Qualifications:

  • A minimum of (5) five-years of relevant experience

  • Knowledge of FDA NCTR operational processes, such as participation in interdisciplinary toxicology research, translational efforts, or policy-development activities in government, academia, or industry

  • Experience with developing technology requirements, whether as a business analyst, with engineering models (UML/sysML), or agile process support (stories/backlogs)

  • Experience (at a broad, but high-level) with Data Center operations, including infrastructure, networking requirements, performance metrics, etc.

Preferred Qualifications:

  • A Bachelor’s degree

  • Experience with major FDA NCTR programs and systems, such as, ArrayTrack, dbPGxEMP, dnAQET, EADB, EDKB, FDALabel, LTKB, MAQC, NCTRlcdb, etc.

  • Experience in cloud migration best practices

Security Clearance Requirements:

  • Must be a US citizen and be able to obtain and maintain a Tier 2 (moderate risk public trust) background investigation

Physical Requirements:

The person in this position must be able to remain in a stationary position 50% of the time. Occasionally move about inside the office to access file cabinets, office machinery, or to communicate with co-workers, management, and customers, via email, phone, and or virtual communication, which may involve delivering presentations.

For all positions requiring access to technology/software source code that is subject to export control laws, employment with the company is contingent on either verifying U.S.-person status or obtaining any necessary license. The applicant will be required to answer certain questions for export control purposes, and that information will be reviewed by compliance personnel to ensure compliance with federal law. ManTech may choose not to apply for a license for such individuals whose access to export-controlled technology or software source code may require authorization and may decline to proceed with an applicant on that basis alone.

ManTech was founded in 1968 to provide advanced technological services to the United States government. We began with a single contract with the U.S. Navy to develop war-gaming models for the submarine community. Over the years, our government's technology needs have increased dramatically in scope and sophistication, and we have grown to meet that challenge.

For more than 4 decades, we kept a careful eye on where emerging technologies were taking the government, and we developed the resources to master those technologies—by staying close to our customers and anticipating their needs, hiring talented professionals to propel us into the future, and acquiring companies with proven capabilities.

Today, we are a multi-billion-dollar public company that provides the innovation, adaptability, and critical thinking our government needs for success in defense, intelligence, law enforcement, science, administration, health, and other fields—throughout the nation and in many countries throughout the world. We are now applying the lessons learned in the unforgiving arena of national security to help the private sector protect networks and critical information.
