HJF is seeking a Programmer Analyst II (Part-time)(Remote) to support the National Endowment for the Arts (NEA) Creative Forces Program, located at Walter Reed National Military Medical Center (WRNMMC) in Bethesda, MD. HJF provides scientific, technical and programmatic support services to NEA Creative Forces Program. U.S. citizenship is required. This position will be 20 hours per week during the standard business day.

Designs, develops, modifies, tests, and implements internal web-based applications or database systems. Recommends enhancements or changes to the system configuration to maintain optimum system performance and utility. Reviews and clearly document the user's needs. Develops proposed solutions for system enhancements based on requirements. Participates in the development and ensures adherence to project schedules. Develops custom applications using HTML, CSS, JavaScript, JQuery, and other modern JavaScript frameworks. Tests applications for cross-browser compatibility, creates software patches, and performs routine maintenance.

The mission of the Creative Forces Network is to improve the health, wellness, and quality of life of trauma-exposed military service members and veterans, as well as their families and caregivers, by increasing knowledge of and access to clinical creative arts therapies and community arts engagement.

  1. Work closely with Creative Forces Team to deliver innovative solutions that fulfill program needs and solve business problems. (20%)
  2. Designs, develops, and implements web-based applications using programming languages such as HTML, CSS, JavaScript, JQuery, and other modern APIs. (50%)
  3. Arranges project requirements in programming sequence by analyzing requirements; prepares a workflow chart and diagram using knowledge of computer capabilities, subject matter, programming language, and logic. (15%)
  4. Utilize resources to develop an understanding and knowledge of the existing business systems and enterprise applications, as well as the designs of new IT solutions. (15%)
  5. May perform other duties and responsibilities as assigned or directed by the supervisor. This may include attendance of and participation in required training for role.

Required Knowledge, Skills and Abilities:
  1. Excellent written and oral communication skills to work with a wide variety of program management personnel as well as IT personnel of varied technical knowledge. The incumbent must have the skills to work in a dynamic environment where priorities change rapidly.
  2. Experience developing business requirements, instructional and procedural documentation and presentations.
  3. Strong analytical skills with a demonstrated ability to analyze business problems and identify issues and risks.
  4. Strong analytical and problem-solving skills and the desire to learn new technologies.
  5. Strong understanding of UI, cross-browser capability, general web functions and standards.
  6. Expertise in the design and development of web applications using programming languages such as HTML, HTML5, CSS, JavaScript, JQuery, Tableau and modern JavaScript frameworks.
  7. Good relational database application development and Structured Query Language (SQL) skills.
  8. Experience with programming and data cleaning.

Minimum Education: Bachelor's degree in computer science or related field required.

Minimum Experience/ Training Requirements: Minimum 3-5 years of relevant work experience required.

Work Environment: This position is 100% remote.

Background/Security: U.S. citizenship required; eligible to obtain and maintain a Tier III Investigation/ Secret Clearance and Common Access Card (CAC).
