Oasis Systems has an opportunity for a Software Engineer II located at Wright Patterson Air Force Base in Dayton, OH. This position supports the PubOne program. PubOne is a new application that supports the creation, dissemination, and management of Air Force Publications.



Develops, researches, designs, implements, tests, and evaluates software and systems, in conjunction with hardware product development, that enable computers to perform their applications, applying principles and techniques of computer science, engineering, and mathematical analysis. Excludes paraprofessional positions.

REQUIRED QUALIFICATIONS (Education, Certifications, Experience, Skills): 

SECURITY CLEARANCE: Current Active DoD Secret Clearance is required

EDUCATION: BA/BS Degree in Computer Science, Information Technology or other Electrical/Computer/Software related Engineering discipline and 10 years of experience in the respective technical/professional discipline being performed, 3 of which must be in the DoD, or 15 years of directly related experience with proper certifications, 5 of which must be in the DoD

CERTIFICATIONS:  CompTIA Security+ CE required



  • Experience developing web-based applications in HTML, and Java is required
  • Experience with the HTML Template Language (HTL) is desired
  • Experience and working knowledge of the Agile Development Methodology is required
  • Experience and working knowledge of the Adobe Experience Manager (AEM) software suite and any of the following modules is desired;
  • AEM Assets
  • AEM Asset Share
  • AEM Sites
  • AEM DoX (XML Documentation Add On)
  • AEM Forms
  • AEM Document Security (DRM)
  • Adobe FrameMaker
  • Highly proficient with computers and software applications to include Microsoft Office products (Word, Excel, PowerPoint, Outlook, etc.), expert attention-to-detail & highly organized
  • Strong verbal and written communication skills required
  • Has the knowledge, experience and demonstrated ability to perform tasks related to the technical/professional discipline they are performing. Has the ability to work independently and apply the proper procedures and process related to their area of expertise. Has the ability to problem solve and troubleshoot various situations to develop successful outcomes within established program/project guidelines. The successful candidate will perform work that applies a broad theoretical and practical knowledge of software engineering to include but not be limited to reviewing, preparing, and analyzing all types of documentation: Planning, requirements, design, V &V, support and test. Also, to include source code, configuration files and engineering resolution support. Responsibilities may also include but not be limited to:


  • Working with the Program Systems Integrator/Developer and Capability Development Team (CDT) to assess and resolve technical and engineering issues
  • Support the Adobe agile lifecycle
  • Serve as the principle advisor for technical and engineering aspects of software development
  • Monitor system operation and performance throughout system lifecycle
  • Utilize application testing tools available via Business and Enterprise Systems (BES) DevSecOps pipeline
  • Determining operational feasibility by evaluating analysis, problem definition, requirements, solution development, and proposed solutions
  • Documenting and demonstrating solutions by developing documentation, flowcharts, layouts, diagrams, charts, code comments and clear code
  • Preparing and installing solutions by determining and designing system specifications, standards, and programming
  • Improving operations by conducting systems analysis; recommending changes in policies and procedures
  • Obtaining and licensing software by obtaining required information from vendors; recommending purchases; testing and approving products
  • Providing information by collecting, analyzing, and summarizing development and service issues
  • Accomplishing engineering and organization mission by completing related results as needed
  • Developing software solutions by studying information needs; conferring with users; studying systems flow, data usage, and work processes; investigating problem areas; following the software development lifecycle




PubOne is considered a BCAT III under DoD Instruction 5000.75, Business Systems Requirements and Acquisition, February 2, 2017 (change 2 effective January 24, 2020). PubOne is a new application that will support the development, validation, dissemination, and management of Air Force publications: directive and non-directive guidance and associated forms. PubOne is based on Adobe's  Adobe Experience Manager (AEM) software suite, and includes the modules: AEM Assets, AEM Asset Share, AEM Sites, AEM DoX (XML Documentation Add On), AEM Forms, AEM Document Security (DRM), Adobe FrameMaker, and a quality plugin provided by another vendor: Acrolinx.  PubOne manages the creation, review, publishing, and sustainment of publications and forms.  This includes workflow activities for that process, but also for waiver and change requests.  The information types are created, processed, and stored within PubOne. Airmen Publications One Stop Tool requires support to develop, coordinate, staff, and execute the full range of acquisition documentation, as well as other artifacts and exhibits to meet statutory and regulatory requirements and mandates for BCAT compliance of Business Systems.
