Join an exciting opportunity to lead a diverse customer mission-focused team while working at an Industry Leading Organization.  ManTech International Corporation is seeking a Program Manager to lead a large multi-disciplinary team in developing, fielding, and maintaining world-wide mission critical SIGINT capabilities.  The program office is in the Hanover/Ft. Meade, MD area.


Responsibilities include, but are not limited to:


•    Lead a multi-contractor team of over 100 personnel in the planning and execution of tasking to design, build, deploy, and maintain world-wide SIGINT capabilities.


•    Provide PMO leadership, strategic direction and tasking to finance, contracts, subcontracts, talent acquisition and technical task order leads executing and delivering on contract requirements and corporate compliance objectives.


•    Direct and guide program cost management/avoidance, schedule estimation and tracking, contract performance management, risk management, requirements analysis, and quality assurance activities. 


•    Serve as the main point of contact for the government Contracting Officer, Program Manager, and other government stakeholders.


•    Provide briefings and program status to government personnel, the ManTech Portfolio Manager, and ManTech executives.


•    Ensure the most efficient and effective utilization of resources and tasking in execution of the contract. 


•    Review all major contract deliverables for accuracy, consistency, and quality.


•    Maintain program staffing levels necessary to achieve program goals and meet program milestones.


•    Mentor and guide junior level Program Managers and program staff.


•    Utilize expert communication skills to direct contract resources and report on both  technical and non-technical progress, issues, and problem areas.


Basic Qualifications:

•  Fifteen years (15) of experience as a program manager or project manager in managing programs of $100M or more in value.

•    Must have a PMP, FAC-P/PM Senior Level, or Defense Acquisition Workforce Improvement Act (DAWIA)Level 3 certification in Program Management.


•    A minimum of three (3) years of demonstrated experience in the management and control of funds and resources using complex reporting mechanisms such as Earned Value Management.


•    Understanding and knowledge of Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) guidelines, DoD 5000 series, and ICD 801 policies.


•    Proficiency in using Microsoft Office products.


•    Demonstrated experience in conducting requirements analysis, resource allocation, project costing, deliverable tracking, schedule and financial data monitoring, and reporting.


•    Demonstrated ability to rapidly assemble and execute cross-disciplinary teams to address urgent or unexpected cost, schedule, or technical program/contract issues.


•    Excellent communication and writing skills.


Preferred Qualifications:


•    Bachelor’s Degree in Business Administration, Finance, or a technical discipline. 
•    Direct experience working on programs or projects fielding Radio Frequency (RF) SIGINT capabilities.


•    Understanding, experience and knowledge of International Traffic in Arms Regulations (ITAR).


Security Clearance Requirements:


•    Active and current TS/SCI with Polygraph


Physical Requirements:


•    Must be able to communicate, converse, and exchange information with peers and senior personnel


•    Constantly operates a computer and other office productivity machinery, such as a computer


•    The person in this position frequently communicates with co-workers, management and customers, which may involve delivering presentations. Must be able to exchange accurate information in these situations


•    The person in this position needs to occasionally move about inside the office to access file cabinets, office machinery, etc.
