DESCRIPTION Under the general supervision of the Assistant Director-Sponsored Projects office, this position is responsible for providing comprehensive financial analysis and very limited pre-award grant submission support for multiple divisions in the Department of Medicine. This position will directly interface with Division Chiefs, Division Administrators, faculty, and other administrators across campus to support the research mission of the Department of Medicine. This position will involve learning multiple UCSD systems and best practices, especially with the post award financial focus of the department's research operation are completely supported and that financial deficits are avoided. The focus for this position will be to ensure that the post-award work within the department is completely supported, and this will involve in-depth knowledge of the contract and grant award process, working with central offices to maintain all aspects of the research funding, partnering with faculty to assign appropriate costs to the research funding, as well as ensuring that all financial reporting is completed accurately and on time. This position also endeavors to work on regular financial reporting for faculty as well as ensuring allowable costs are only assigned to research funds. The focus of this position is post-award, and there might be an extremely small component of pre-award activity to retain relevance in all aspects of research administration. MINIMUM QUALIFICATIONS Seven (7) years of related experience, education/training, OR a Bachelor's degree in related area plus three (3) years of related experience/training. Thorough understanding of research administration guidelines of Federal and non-Federal sponsors supporting research and educational activities, preferably in a university environment. Thorough knowledge of applicable compliance requirements related to use of human or animal subjects in research, financial conflict of interest, biosafety, etc. Ability to perform complex financial analysis and customized reporting. Demonstrated experience with the applications of principles and practices of financial management, fiscal planning and analysis. Proven competence in the use of spreadsheet and database software in financial analysis, fiscal management and financial reports. Experience designing financial management tools to administer complex awards. Experience in budget preparation using automated spreadsheet systems. Ability to maintain independent judgment; strong organization and communication skills; and a customer service focus across broad and diverse subject areas. Maintains current knowledge of compliance regulations in all areas of research administration. Demonstrated knowledge of generally accepted accounting, fiscal and reporting principles. Proven ability to analyze complex financial issues, recognize potential impact, identify creative and alternative solutions; make and implement recommendations. Strong problem-solving skills and with ability to exercise discretion. Demonstrated experience analyzing expenditures, recognizing trends in order to support budget adjustments. In-depth knowledge of federal, state, and private agency contract and grant regulations and requirements from proposal preparation through closeout; including but not limited to cost accounting standards. Experience in principles and practices of fund accounting, cost analysis and audit procedures including UCSD Internal audit requirements. Knowledge of University policies and procedures regarding purchasing, returned goods, travel, disbursement, inventory, and ability to work collaboratively with contacts involved in these processes. Knowledge of University policies and procedures relating to contract and grants; and accounting. Ability to independently interpret, analyze, and implement appropriate policies in a given situation.
