The Office of the Vice Provost of International Affairs (OVPIA) ( ) provides strategic leadership for global engagement and internationalization at Cornell University--connecting, informing, and supporting the University's international activities. The vice provost oversees and manages Cornell's global partnerships, and supports and facilitates global activities for colleges, faculty, staff, and students. Within the Office of the Vice Provost of International Affairs, Global Operations is an ambitious, cross-functional team dedicated to providing the Cornell community with high quality customer service and holistic preparation and solutions for international collaborations, projects, travel, and operations. Our portfolio includes: International contract management and advising; utilizing a contract management platform to manage templates and workflow Legal, tax, and regulatory compliance abroad Cornell's legal entities in China and India, including HR, tax, payroll, accounting, service agreements, corporate compliance, and corporate secretarial services International HR and other staffing needs abroad Strategic international partnership management, including the development of Global Hubs Travel health and safety and critical incident response The International Project & Operations Manager within Global Operations under the OVPIA supports an array of international activities for the university. The role partners closely with internal clients to help facilitate and maintain a variety of activities overseas, including short- and long-term research programs and strategic partnerships, while also coordinating the administration and operations for a portfolio of Cornell's affiliated entities abroad. For Cornell's affiliate entities and projects, the role is responsible for ensuring that cash flows are maintained to cover ongoing operating expenses, units are invoiced for support provided by our affiliates and vendors, staff on foreign payroll are paid correctly and on time, financial reporting and external audits are maintained accurately and compliantly, internal and external contracts are negotiated and executed using the most up-to-date templates, and more. With the growth in campus utilization of these affiliates, the role is responsible for continuous improvement and establishing new systems and/or processes to address the increased need for support and coordination. In addition to supporting Cornell's affiliates abroad, the role consults on a variety of international matters to ensure projects and staffing needs abroad are structured according to university policy and foreign regulatory environments. Each situation can be complex and often requires independent research to evaluate contemplated projects from a variety of angles. This role requires understanding all sides of the operations with strong project management, budgeting/finance, and critical thinking skills--from external resource management; university systems, policies and processes; managing expenses and finances; contract administration management; and internal and external communications. To ensure successful planning and coordination of activities, the role regularly interacts with internal stakeholders such as the Office of General Counsel, Division of Financial Affairs, Office of the Treasurer, Office of Sponsored Projects, Research Compliance, Export Controls, colleges/schools and units, as well as external vendors across different time zones such as accounting firms and consultants. The ability to wear many hats and coordinate several projects at once requires an ability to manage time and stay organized as the role needs to meet the unique requirements of each project and ensure needs are met. This is a hands-on role with lots of varied and interesting work, blending transactional activities which involves getting into the details, but requires strategic and critical thinking, with an eye on building processes and improving operations. This position requires working flexible hours at times to accommodate partners in different time zones across geographies. International travel may also be required in the future. This position is located on the Ithaca campus. During the COVID restrictions, this position will work remotely, until such time that the remote work restrictions are lifted based on University and unit guidelines. Required Qualifications: Bachelors' degree in business, finance, or other related field with a minimum of three years of relevant experience, or equivalent combination of education and experience. Experience with managing budgets, financial processes, procedures, and internal controls. A global mindset with prior experience working with a wide variety of internal and external stakeholders. Demonstrated fluency with Microsoft Office (including Microsoft Word, Excel, Power Point, building databases, and tables) Experience using business process improvement tools and techniques to develop and enhance business and work processes. Preferred Qualifications: MBA or Master's degree in relevant field. Experience in contractual matters; ability to evaluate, interpret and improve the language used in contractual agreements. Professional experience in human resources, risk management, tax, and/or audit functions. Experience of intercompany accounting and operations, preferably in an international context. Project management certification (or equivalent experience. Knowledge of Cornell University.
