This RSS Product Area is seeking an Operations Program Manager responsible for supporting the new business proposals in the RI&S ISRS Mission Area. In this position, the Program Operations Manager will partner with the Program Management Office, program operations leaders, supply chain managers, engineering leaders and factory operation leaders to develop and present proposals complete with accurate proposal artifacts for development, production, and sustainment contracts.

Role and Responsibilities:
This position is responsible for the collaboration among the program teams and the factory operations performers to ensure accurate estimates for cost, schedule and technical performance for proposed business to align with business area.

Responsibilities include the following:
  • Support of the proposal activities associated with development, production, and sustainment contracts (i.e., Bills of Materials (BOMs), lead time estimates, lines of balance (LOBs), capacity analysis, Basis of Estimates (BOEs), Estimates At Complete (EACs), application of actuals, preparation and presentation of Gate packages, make/buy/where decisions, operations strategy, assembly, test, customer sell-off)
  • Coordination of material procurement and supplier management to include supplier selection, material pricing and other direct costs (ODC), Supplier Statements of Work (SSOWs), and sole source justifications (SSJs)
  • Assure consistent application of common processes; drive requirement standards for full suite of business area customer sets to achieve maximum commonality for RI&S/RTX
  • Support front-end of the business area Ops priorities for proposal deliveries
  • Engage with cross-functional teams, subcontractors, vendors and IOT partners
  • Drive cross-functional teams to ensure complete Basis of Estimates (BOEs) for value stream performance
  • Accountable for program/business area On-Time Schedule performance for proposal activities
Required Skills:
  • Minimum of 8 years of operations, management, or equivalent related experience
  • Knowledge of full life-cycle engineering practices for procurement, assembly, test and deployment of product on development, production, and sustainment programs
  • Strong financial acumen - EVMS Training and/or Certification
  • Solid operations, business or project management background - PM Training and/or Certification, Capture Manager Training and/or Certification, IPDS/Gates, Risk and Opportunity assessment, Command Media, Performance Measurement Systems, Engineering Change Processes, Proposal Process, databases and applications (SAP PRISM, cPDM Windchill, Kinaxis), and MS Office (Excel, PowerPoint, Word, Project)
  • Proven capability to analyze and use metrics and to articulate complex issues into succinct, cohesive summaries and presentations for leadership and key stakeholders
  • Ensure proper resources are identified, priorities established, and communication occurs with all the team members
  • Excellent oral and written communication skills, including the ability to storyline and prepare executive-level discussion documents
  • Outstanding conceptual problem solving skill with demonstrated ability to bring structure to vaguely defined problems, pragmatically scope problems, and management execution
  • US Citizenship is requires as the position will require the ability to access US only data systems
  • The ability to obtain and maintain a U.S. Top Secret Security Clearance

Desired Skills:
  • Strong team-member and collaborator with effective written and oral communication skills
  • Experience in Aerospace & Defense manufacturing policies, procedures, and/or experience with RF components, RF Subassemblies, and RF Systems
  • Experience in front end of the business activities - proposals, IRAD, capital investment and appropriation
  • Experience in Lean, Six Sigma, and other operational excellence methodologies
  • Experience in multi-site leadership
  • Experience in preparing executive-level discussion documents
  • Experience in Program Management, Control Account Management, and/or Integrated Product Team Lead
  • Experience participating and supporting DoD proposals
  • Experience in development and application of proposal schedules, proposal work product matrices, cost estimation standards, and Gate review templates
  • Knowledge of RADAR or similar sensor technologies
  • Experience with production and corporate databases and systems (e.g., VM, SAP, PDM)
  • Proficient communication skills (written and verbal)
  • Strong technical and analytical skills to develop credible results for presenting to the management and customer
Required Education:
  • Bachelor___s Degree Operations Management, Supply Chain Management, Engineering or related Technology fields, Mathematics and Sciences
Desired Education:
  • Master's Degree in Business or Operations Management, Supply Chain Management, Industrial Engineering or related Technology fields, Mathematics and Sciences
