This GVS Engineering Program Manager \(EPM\) position, also serving as Deputy Program Manager \(DPM\), is responsible for the day\-to\-day execution of the program to meet program commitments in accordance with the vision and direction set forth by the Program Management team\.

The GVS program is an Agile software development program with a diverse team of software, systems, and test engineers, as well as teams focused on operations, deployment, content management and user engagement\.

The EPM is responsible for effective implementation of program cost/ schedule/ technical approach and PM delegated responsibilities\. Experience with cost estimating, BOE generation, schedule/cost management is required\.

The EPM and their management staff focuses on the daily execution of the Program, while the Program Management staff focus on customer needs, contractual compliance and new business activities\.

The EPM will clearly and concisely communicate status, risks, key issues and their potential impact to the Program\. Excellent written, verbal and communication skills are required\. The EPM also works closely with the Line of Business \(LoB\) Program Manager to manage overhead budgets and rates\.

The EPM is the functional leader for all ~35 LM Engineering personnel \(including 2 first level managers\) that support the program\. The EPM, along with the supporting management team of Full Spectrum Leaders, ensures that all Customer, LM Corporate and company requirements are met by the employees with respect to security clearances, compliance training, performance management, correct charging to programs, metrics collection, relevant process framework establishment/ adherence, travel and other areas of compliance\. In addition, the EPM and supporting managers will oversee the development of employee performance objectives, including skills development and other developmental needs\.

The EPM will have responsibility for overseeing the implementation of the annual performance management and salary administration for the employees in their area of responsibility\. The EPM, with inputs from the Program Manager, actively maintain the staffing projections for the program to include hiring activities as well as placement of employees whose assignments are completing onto new programs\. The EPM will work closely with the other Engineering Managers to coordinate staffing and employee development activities\.

The EPM functionally reports directly to the E&T GV&E Senior Manager and has an indirect reporting relationship to the LOB Program Manager and Director\. The EPM supports the Program/Engineering Management staff’s business rhythms, including supporting captures, customer on\-site meetings and other new business activities\.

**Basic Qualifications:**

Solid technical experience \(includes knowledge of system engineering, software development, test and delivery\), and prior leadership \(EM/EPM or DPM/PM or RTE/PO\) experience\.

Functional leadership experience\.

Experience using metrics to initiate and drive positive change, and facilitating resolution of dependencies, impediments, and risks\.

Proposal experience \(technical volume, cost volume, and/or management volume\)\.

Proven project management skills, including cost and schedule management and the ability to effectively multi\-task and meet demanding schedules\.

Demonstrated ability to effectively interface with customers\.

Experience leading program reviews with customer to discuss cost, schedule and technical performance\.

Excellent written, verbal and communication skills\.

DOD TS/SCI required for position\.

**Desired Skills:**

Proficient in Scaled Agile Framework\. Release Train Engineer experience, to include coaching Agile Release Trains and Agile teams in improvement of value delivery and facilitating program\-level ceremonies\.

GVS technical knowledge base\.

Experience managing/leading NGA programs\.

Direct support to customer in resolution of system / software issues affecting operations\.

Substantial knowledge of LM policies and procedures\.
