Northrop Grumman Mission Systems (NGMS) seeks to fill a Manager, Systems Engineering Level 2 position within Eastern Region Engineering (ER) at our Chantilly, VA or Morrisville, NC facility.
The selected candidate will be expected/responsible for the management of approximately 10 Systems Engineers in support of the NGMS SIGINT Technology Center O&M sustainment activity.
Functional managers are responsible for their team's overall technical execution and performance to allocated cost and schedule requirements on assigned programs, while also providing technical contributions on programs as an individual contributors and subject matter experts. This manager will lead their team to ensure adherence to standard SEIT processes and provide oversight to the technical quality of their team's execution on supported programs. Manager oversight responsibilities will include review and approval of technical and cost proposals developed by their team. This manager will provide support to hiring, staffing and workload forecasting activities including identification and training of skills required to execute on programs. They will also provide employee mentoring, career development, and training opportunities to their assigned team. Additional responsibilities include the management and execution of the employee performance review processes, assisting the PMO with monthly labor forecasting/associated travel cost planning, and technical customer interface requirements/captures.

Qualifications:

Basic Qualifications:
  • BS degree or higher in an engineering/technical discipline. Will consider 10 years of experience in lieu of degree for highly qualified candidates.
  • Minimum of 7 years of related experience preferably in Intelligence, Surveillance, and Reconnaissance (ISR) Electronic Warfare based engineering.
  • Proven demonstrated leadership skills with an ability to work within an integrated product team environment.
  • Familiarity with RF troubleshooting tools.
  • Familiarity with Windows, Linux, and other operating systems. Must include an understanding of basic networking/architecture.
  • Demonstrated ability to effectively communicate via Microsoft Office products.
  • Ability to professionally create technical documents with little to no oversight.
  • Demonstrated experience with labor forecasting and integrated master schedule development.
  • Demonstrated experience with cost proposal and technical project development.
  • Demonstrated experience with SOCOM EW/SI systems.
  • DoD TS/SCI required to start.
  • Travel required 25% of the time (potential for OCONUS travel).
  • Ability to pass DoD CRC screening.
Preferred Qualifications:
  • At least 3 years of IPT leadership/management experience
  • Experience working in a systems engineering, integration, and test environment.
  • Demonstrated experience within SOCOM EW/SI Directorates
