Job Description
Join Fortune 5 CVS Health as a Manager of Application Development. The Manager will partner with peers and management within the technology organization and the business to create repeatable high quality outcomes. The role will establish, align and improve organizational processes, enable people and influence systems to drive operational excellence and create a continuous process improvement culture. The Manager will drive a data-based approach coupled with change management techniques within a robust framework to effect change at the unit or function level of the Medicare Part D IT organization. As part of the Medicare Part D IT leadership team, this role will help support enterprise objectives.

Responsibilities:
Analyze current state organization and functional capabilities in depth by working closely with department leaders, team leaders and business partners to establish a clear and strong understanding of current state capability.
Lead the architecture and design to transform business requirements into high performance, scalable solutions to deliver ultimate value to the Medicare Part D book of business.
As Project Owner for assigned projects, working with Project Managers, take overall project delivery responsibility to ensure implementation on time and within budget in a zero defect tolerant environment.
As the Project Owner for Med D application initiatives, develop, deploy and execute improvement techniques that spans gap analysis, root cause analysis and process design.
Lead organization and governance design at the application level to ensure seamless integration with other applications within the Med D portfolio.
Partner with other leaders and leverage colleagues within the department to achieve timely outcomes.
Drive and support change initiatives at the unit, division and enterprise level.
Recognize and recommend technical training for the team.

Required Qualifications
Minimum of 7-10 years in -information technology
Minimum of 3 years with .NET Core - this is used extensively.
Minimum of 3 years of architect and design experience in a medium or large scale enterprise environment.
Minimum of 3 years of direct managerial experience in a C#, MS, SQL Web development environment.

Minimum of 3 years of project ownership (full accountability for projects) experience
Experience utilizing Scrum/Agile methodologies
Experience engaging and managing IT staffing vendors.
While actual coding is not required, the ability to engage development teams at the code level is.

Preferred Qualifications
Strong leadership, communication and interpersonal skills.
Able to navigate complex organizations and administrative processes.
Pharmacy Benefits Management or related healthcare experience.
Medicare Part D experience and/or government regulated environment is a plus.
Experience in building/maintaining applications to support Medicare Part D enrollment and billing systems
Understanding of IT security and compliance remediation activities

Education
Bachelor's degree in Information Technology, MIS or related field. 2 years of experience can be substituted for each year of 4 year degree program not achieved.
