Overview

Oasis Systems has an exciting opportunity for a Project Manager/Senior Data Analyst to support the Commodity Futures Trading Commission (CFTC) in Washington, DC. The contractor shall manage the technical delivery of a team of six data analysts and provide supporting data analytics to CFTC divisions.  Additional responsibilities include capturing technical requirements from CFTC stakeholders; hosting team meetings and coaching sessions; capturing meeting notes and action items; conducting financial and contractual analysis; creating interactive dashboards; and maintaining project documentation.

REQUIRED QUALIFICATIONS: Experience in Project/task management, cloud and data analysis

SECURITY CLEARANCE: Ability to pass a Special Agreement Check (SAC) and a National Agency Check and Inquires (NACI) Background Investigation

EDUCATION: Bachelor’s degree


CERTIFICATIONS AND TOOLS
: A minimum of 8 years of analytics experience using data mining tools such as SAS, R, and Python. PMP and AWS certifications a plus, but not required.

EXPERIENCE LEVEL: A minimum of 8 years of experience in the data analysis field, 3 years of project/task management experience and reasonable exposure to AWS.  Extensive SQL experience. Experience with Global Risk, financial and market analysis a plus, but not required.

 

OTHER QUALIFICATIONS/SKILLS: 

  • Experience in Project/task management, cloud and data analysis

 

DESCRIPTION: Functionally, the candidate will be responsible for:

  • Coordinate and partner with internal divisions, assisting business users, economists, statisticians, as required, to support various analytic needs.
  • Work with team members and ensure that each is delivering according to their project plans. Provide technical assistance to team members where applicable.
  • Participate and lead meetings between stakeholders at CFTC which may include regular status meetings, user acceptance testing meetings and ad hoc development discussions.
  • Perform data manipulation and advanced data analysis including financial modeling, SAS macro development, feature testing, machine learning, Value at Risk (VaR), stress testing, and margin evaluations. Data analysis tasks may be varied and will include complex data requests that require data extraction, and query optimization services from Divisions throughout the CFTC.
  • Create documentation as required under the PMLC and the Configuration Change Board (CCB) in order to move projects to the production environment.
  • Conduct performance tuning and troubleshooting on data analytic packages such as SAS stored processes.
  • Support procurement efforts to acquire data or tools from external vendors for the project.
