Northrop Grumman Space Systems Sector is looking for you to join our Advanced Mission Solutions Operating Unit team as a Program Manager 3 based out of Colorado Springs, CO.

This position supports two distinct efforts: Homeland Defense Radar lDIQ Program Manager and Test and Warfighter Support Portfolio Manager.

The Homeland Defense Radar lDIQ Program Manager will lead AMS OU activities as part of a multi-sector effort to pursue missile defense related, ground-based radar opportunities.

The individual will lead a matrixed, multi-function team in capture strategy execution and closely coordinate with stakeholders both internal and external to Northrop Grumman. As part of the Specialized Warfighter Development Contract (SWDC) leadership team, the Test and Warfighter Support Portfolio Manager is responsible for the delivery of all requirements on cost and on schedule across five diverse product lines supporting the Missile Defense Agency in the areas of positioning, navigation & timing, missile defense warning training and verification/validation support, Overhead Persistent Infrared (OPIR) ground and flight test support, small satellite experimentation, and radar data analysis.

The individual will lead a group of Product Line Leads aligned to common performance goals related to customer requirements and development products. Primary responsibilities of the position include:

For Homeland Defense Radar lDIQ Program Manager

Provides critical leadership in all phases of the acquisition plan: capture strategy, preproposal, proposal, post-submittal, and post-award phases.

Provide critical coordination and in some cased lead the formulation, communication, and implementation of an integrated capture strategy

Establish/Execute value-added teaming strategies and competitive pricing structures to create a profitable return at a reasonable cost to the customer.

Motivate and energize capture team and subcontract team members to produce a winning solution.

Develop and execute capture plan which details target overview, strategic fit, the overall strategy, competition, capture team staffing, estimated costs, return on investment (ROI) model.

Responsible for leading, influencing, and delivering a management/technical offering that can be delivered for the Design to Cost bogey.

For Test and Warfighter Support Portfolio Manager - Coordination and management of all phases of program execution, from inception through completion. In this position, the selected Program Manager will oversee multiple projects/product lines/IPTs.

Staffing key leadership positions and executing program processes, business rhythm, and management tools

Provide effective leadership for five Product Line Managers and their organizations with the goal of delivering quality products and services on time and within budget

Managing performance, cost, and schedule within an earned value construct - Development and adherence to Integrated Master Schedules (IMS)

Development and adherence to budget baselines - Delivering presentations to customers, executive management, and other stakeholders

Interfacing with program functional elements to include Contracts, Business Management, Global Supply Chain, and Mission Assurance to maintain contractual terms and monitor performance against the program specifications and statement or work

Coordinating with Global Supply Chain to identify, contract with and effectively manage suppliers to ensure we meet all program objectives

Providing strong risk and opportunity management - Ensuring adherence to all applicable processes, policies, standards, and security guidance

Identifying opportunities for organic growth within the program and supporting the identification and pursuit of adjacent, related opportunities

Development of stakeholder relationships and cultivation of stakeholder intimacy

Basic Qualifications:

Bachelor’s Degree with a minimum of 10 years of relevant work experience

Experience as a program manager, deputy PM, or IPT/functional team lead on programs developing and delivering hardware and/or software

Experience leading an effort using Earned Value Management

Experience assigning and monitoring team and individual tasking to meet contractual requirements on schedule and within budget

Proven leadership and interpersonal communications skills with the ability to interface with all levels of employees and management

Current Top Secret/SCI clearance or ability to get this clearance

Ability to travel 20% of the time

Preferred Qualifications:

Experience leading a program with at least $20M in annual sales

Experience as a capture manager

Experience leading a software development program(s) using Agile development techniques

Experience delivering capability on time for schedule constrained programs

Experience leading cost plus award fee programs or CLINs

Previous success in managing vendors/suppliers - M.S. or MBA degree in a technical, business or related field

Personal technical understanding of the key concepts and methods associated with development and test operations, modeling and simulation, and warfighter support

Familiarity with Performance-Based Acquisition contracting (e.g., Performance Work Statement (PWS), Service Level Agreements (SLAs), Acceptable Quality Levels (AQLs)

Strong understanding of Northrop Grumman policies and practices and / or in a similar corporate culture
