Raytheon Vision Systems (RVS) is seeking a Senior Program Manager (PM) to be primarily responsible for a large development program. RVS is in the negotiation phase for this $100M strategic capture. This role is considered a part of the Tactical Portfolio leadership team and there will be considerable opportunities to influence organizational changes and will have visibility to both RVS and ISRS leadership. The work takes place in beautiful Santa Barbara, California. The Sr. PM is responsible for total program performance including project execution, business goals and customer relationships. The Senior Manager will supervise and integrate the performance of the program___s engineering, operations, supply chain, mission assurance and business development teams; and ensure appropriate staffing is available. Establish an executable baseline and manages the risks and opportunities. This position contributes to the development and adherence of the Annual Operating Plan (AOP), ensuring program growth and achieving measurable customer satisfaction.
The candidate should have a thorough understanding of the DoD contracting process and be able to guide a team through the RFI, proposal, and through negotiations and contract award. Knowledge of complex Incentive Fee contract types is desirable.

The PM will manage program performance including execution, financial objectives, risk-management, EV/IMS, and all other contractual commitments. The PM will advise management (and/or customers) through briefing packages such as EACs, cost and technical proposals, Gate Reviews and Program Plans and assure that these work products accurately reflect the program's health and/or are achievable. Being able to guide a team through risk assessments and translating those risks into creative program execution plans to retire key risks as early in the program as possible is a strong theme at RVS. The candidate must have excellent communications skills (oral and written) and have the personality to effectively to handle the challenges of managing technical development in a the robust matrix organization, demands from leadership, and be able to represent Raytheon to the external customer. The PM must assure that the team/solution/approach is effective, be able to drive the team to design the best possible execution plans and successfully execute them. The PM must continue to evaluate the needed skills and build high performing teams. Given the size and complexity of these efforts delegation and supervision of work products is necessary to ensure technical success as well as cost and schedule.

Key Responsibilities of this position include, but are not limited to:
  • Profit and loss accountability for the portfolio, executing all programs to meet business financial goals
  • Responsible for leading or supporting proposal preparation
  • Responsible for articulating to senior leadership cost and schedule performance; strategies for execution and strategic improvement
  • Enhance working relationships with RTX partners
  • Develop corrective actions to mitigate issues and changes to program scope, assisting with aligning resources in a multiple team member and subcontract environment to ensure effective performance

Required Skills:
  • 12+ years relevant working experience, including significant experience as a Program Manager of TD/EMD phases.
  • Experience working with large complex teams, with complex requirements and validation plans
  • Demonstrated knowledge and experience implementing EVMS and Risk & Opportunity management
  • Earned value management systems.
  • Program execution to forecasted sales, bookings and profit goals.
  • Capture and proposal management experience.
  • Cross-functional technical team leadership
  • Subcontractor management for technical development efforts.
  • Strong written and verbal communication skills in a technical context.
  • Demonstrated ability to lead by influence and collaboration
  • Must be a self-starter, have the ability to multi-task, address multiple issues and set priorities
  • Must be reliable organized, flexible and detail oriented.

Desired Skills:
  • Prefer experience working with EO/IR and/or ISR technologies and/or subassemblies.
  • Knowledge of Raytheon processes and policies
  • Demonstrated knowledge of IPDS
  • Strong communications skills and experience presenting to customers and senior leadership
  • Experience integrating imaging components at the system level


Required Education:
  • Bachelor___s Degree in Engineering, Math, Science or a related discipline (Master___s Degree in a technical field or MBA is desired)
