**Description:** Lockheed Martin Global Training Services \(GTS\) is a leading Training Service Integrator for International Programs which modernize and optimize the the delivery of pilot and aircrew training through contracts that include: design, delivery and sustainment of new aircraft, redesigned training syllabus, infrastructure and site services\.

The primary responsibility of the Program Manager is to successfully lead and manage the design of training services for the Future Aircrew Training Program in accordance with established customer objectives, including objectives of Lockheed Martin’s Prime Contractor\. Coordinates the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract\. The responsibilities include close collaboration and solutioning with Lockheed Martin Canada\.

The overall objectives of the job are:

• Reporting to the Orlando Program Director, act as the primary U\.S\. Program point of contact, responsible for significant Program scope and complexity including Prime Contractor deliverables and Lockheed Martin Capture and Proposal deliverables\.

• Lead Lockheed Martin Capture and Proposal review sessions to establish cost, schedule, technical and risk baselines\.

• Ensure that work assigned to subcontractors and/or other applicable parties is completed in accordance with the approved proposal schedule\(s\)

• Provide status updates on a regular basis against required Capture Schedule of activities to Lockheed Martin and senior members of Prime Contractor management team\.

• Monitor adherence to Capture plans and schedules, identify issues and develop appropriate solutions in accordance with LM policies and procedures\.

• Participate in the negotiation of contract commercial term and condition changes to maintain a balanced risk for Lockheed Martin and its sub\-contractors\.

• Work effectively with other leads on the program to direct the work of employees and sub\-contractors in order to obtain successful proposal outcomes\.

**Basic Qualifications:**

• Experience in new contract mobilization and operational set up\.

• Competent and adept in the Capture process and Program set up process\.

• Possess high levels of social and business acumen for operating in the international marketplace\.

• Excellent relationship building skills both within Lockheed Martin and with external customers/agencies\.

• Demonstrated ability to interact, influence and communicate with executive leadership

• Proven experience working and managing teams in training delivery\.

• Ability to shape and set long term vision and direction through to delivery

• Ability to create a positive and energetic culture that focuses upon high performance and continuous improvement

• Understanding of commercial, contractual and financial matters\.

• Exhibit high levels of persistence, proactive, attention to detail, project management, and organizational skills\.

• Strong analytical and problem solving skills, reliability and sound judgment\.

• Ability to articulate complex issues into succinct, cohesive summaries and presentations\.

• Willingness to frequently travel to Canada for extended periods of time and potentially travel to other European locations\.

• Ability to achieve results while operating independently with minimal guidance

• 10 years or more experience of military ab\-initio flight training program/capture management

• Strong Customer Service Skills

• Experience in leading complex programs and operations, or demonstrated capacity to learn\.

• Demonstrated ability to interface effectively with multiple functions

• Experience managing Firm Fixed Price contracts

• Experience managing subcontractors and/or suppliers

• Experience should include team leadership, manpower planning, task planning, and budget development\.

• Proven Ability to work effectively and maximize the benefits of a distributed workforce\.

• Outstanding written and verbal skills

• Experienced with LM Program Management processes and procedures

• Program Management Level II

• Cost Account Management experience

**Desired Skills:**

• 5 years or more experience with international customers

• 10 years or more Program Capture and Program Stand\-up experience on ab\-initio flight training programs and/or turnkey training programs

• Experience with international governments and militaries

• Competitive analysis and strategic planning experience
