Full-Time/Part-Time: Full Time Duties/Job Description: POSITION SUMMARY : Performs duties necessary to support effective employee and labor relations within the District. Provides day-to-day guidance to College administrators and managers on labor and employee relations matters. Consults Administrative Procedures, Board Policies and Joint Resolutions as references. Assists with intake, investigations and handling of Title IX and employee equity concerns. PRIMARY DUTIES PERFORMED : Investigates and addresses employee grievances and complaints; provides advice and guidance to the College administrators and managers/supervisors regarding labor and employee relations issues and opportunities. Prepare and disseminate Human Resources information; develop Human Resources procedural information; in conjunction with Training Specialist, provide ongoing in-service training related to resource policies, administrative procedures, and state and federal mandates and improve College effectiveness by providing training in supervisory/management skills to include coaching, performance management, discipline and grievance handling; interprets policies, procedures, and practices to College management. Prepare and recommend Human Resource policies, procedures and guidelines; monitors and coordinates the implementation of federal, state, and Board compliance requirements related to Labor & Employee relations. Support Labor & Relations related negotiations/bargaining by providing guidance and advising on union/agency issues. Review agreements and case law to provide recommendations. Compile notes for review and dissemination. Provide wide ranging administrative support for Labor & Employee Relations related to negotiations/bargaining, case intake and management, Labor & Employee Relations reporting Serve as a Title IX investigator for employee involved matters. Conduct impartial, fact-based investigations. Assist with managing Title IX and other employee equity processes. Provide advice and assistance on Labor & Employee Relations matters to employees and managers related to grievances, appeals, conduct, performance, attendance, and dispute resolution. Investigate employee incidents and prepare and present and disciplinary actions for review and decision. Create and manage labor relations case files. Maintain records and documentation of investigations. Provide advice to management on Labor & Employee Relations related questions, employee issues and matters. Facilitate the resolution of conflict situations between employees or between employees and supervisors. Provide opinions regarding job classifications, grades and placement consideration. Participate in all required and relevant college training and development opportunities. Perform other job related duties as assigned. Required Qualifications: Bachelor’s degree with 2 to 5 years of relevant experience, preferable in labor relations, human resources, higher education, industrial relations, business, investigations, or a related field. Preferred Qualifications: Experience with Title IX. General knowledge and understanding of human resources management principles, practices and standards, as applied to public institutions. Ability to offer advice, direction and counsel with regard to collective bargaining agreements, Board Policies and Administrative Procedures, Federal/State agency statutes and regulations, etc. General knowledge and understanding of human resources management principles, practices, and standards, as applied to public institutions. Strong interpersonal and communications skills and the ability to work effectively with a wide range of constituencies in a diverse community. Knowledge of impacting federal and state employment laws and regulations, and public sector employment policies and procedures. Knowledge of federal and state wage and salary laws and regulations.
