Northrop Grumman Defense Services (DS) is seeking a highly motivated individual to lead a team of buyers, responsible for executing all aspects of the procurement life cycle for various efforts in support of the SEMA Program in Huntsville, AL. This individual will be responsible for the development, mentoring, coaching and engagement of the buyers, managing workload assignments to ensure that daily requirements are appropriately prioritized and executed to meet the needs of the business, fostering proper engagement with the program functional teams to facilitate communication between program management, stakeholders and the SEMA GSC Manager. The position also requires technical leadership competencies to form strategies to construct various contracting types for major procurement activities to meet the requirements of the programs and needs of the business. Such activities may include long range procurement agreements, sourcing partnerships, continuous improvement initiatives, and identification of opportunities for enhanced efficiencies and to support compliance strategies and initiatives.
The successful candidate will possess strong leadership skills, including a command of oral and written skills, solid negotiation skills, knowledge of terms and conditions, an aptitude for DoD contracting and its related requirements and the ability to lead a diverse team with varying requirements and priorities in support of the business.

In this exciting position, you will routinely:

- Be responsible for daily operations of a team through direct supervision of the staff, assignment of work, schedules, day-to-day workflow and operating costs, ensuring accomplishment of Program assignments and priorities.
- Manage internal/external suppliers
- Coordinate and lead Integrated Product Teams for program-related efforts, including leading teams through requirements development, sourcing, negotiations and relationship management.
- Manage relationships with key large suppliers for multiple programs.
- For high priority or sensitive transactions, negotiates terms and conditions
- Provide direction to subordinates using established policies, procedures and precedent, ensuring procedures and policies are followed with respect to Northrop Grumman procurement standards and adherence to the FAR.
- Establish and monitor milestone objects for schedule commitments
- Interface with Program Management, Contracts, Business Management, Quality and other functional/program POCs as required.
- Oversee resource allocations and monitor metrics for performance improvement opportunities
- Monitor work operations of exempt and/or non-exempt employees on a daily basis and actively assists, mentors and coaches a team of Procurement Analysts and/or Subcontracts Administrators.
- Perform, especially in staff or professional groups, on-going operational tasks of organizational groups.
- Execute department, division and corporate procedures that affect individual employees within own department.
- Ability to develop solutions to problems of moderate scope and complexity.
- Ability to work under only general supervision.
- Ability to work with multiple internal customers from various levels within the organization

Qualifications:

Basic Qualifications:
- Bachelor's degree and 6 years direct subcontracting/procurement experience, or Master's Degree and 4 years of experience.
- Advanced understanding of FAR/DFAR requirements applicable to the defense industry.
- Proficiency with Microsoft Office suite.
- Ability to obtain and maintain a secret clearance

Preferred Qualifications:
- Experience managing DMS issues related to aging aircraft fleet
- Experience on programs focused on Contractor Logistics Support, Aircraft Maintenance and Modernization turnkey support and 24/7 requirements
- Demonstrated advanced understanding of Northrop Grumman's procurement regulations requirements applicable to the defense industry.
- Experience with SAP
