As a member of the Raytheon Intelligence & Space (RI&S) GPS OCX Program Management Office, this role will lead the new start-up of the GPS Follow-on (GPS 3F) contract and is responsible for start-up activities, team building, leading and driving execution for GPS 3F under a new contract supporting the GPS OCX franchise. The 3F activity will be a development program to upgrade the existing GPS OCX Ground Segment software and hardware in order to operate the next generation GPS IIIF satellites.

Specific responsibilities include:
  • Executing all start-up activities for the new GPS 3F work
  • Guiding and leading the 3F Development team
  • Preparing and presenting GPS 3F status to customers and the Raytheon Technologies organization
  • Establishing GPS 3F requirements in coordination with the GPS OCX SEIT IPT
  • Development of test requirements, plans, and procedures across multiple customers
  • Integration with GPS OCX Block 1,2 and the Interim Contractor Support (ICS) baseline
  • Technical ownership of suppliers
  • Planning, scheduling and staffing forecasts necessary to accomplish GPS 3F tasks
  • Preparation of change proposals for multiple customers
  • Earned Value management ___ responsible to meet cost and schedule targets
  • Estimate at Complete (EAC) - preparation and review for responsible activities
  • Staffing forecasts in coordination with S&C2 functional organizations and/or suppliers
  • Oversight and review of program metrics pertinent to GPS 3F
  • Oversight of technical performance measures and performance assessments
  • Risk and opportunity management for GPS 3F
  • Train and mentor GPS 3F staff

GPS 3F contract consist of completions of the systems engineering activity developing a preliminary design and then development of all software and hardware changes necessary to the OCX Block 1/2 baseline to meet the 3F requirements. The GPS 3F team must interface with the GPS OCX team as well as a separate GPS 3F program office within Space and Missile Command Production Corps. Prior experience in managing multiple, simultaneous customers is key.

Required Skills
  • Minimum 12 years of experience in the defense and aerospace sector
  • Prior program management or IPTL experience
  • Experience leading agile, DevSecOps software development programs consisting of at least 50+ personnel
  • Deep financial acumen including profit/loss experience
  • Ability to demonstrate effective collaboration across a large, complex program
  • Prior mixed Hardware & Software development in prime role experience
  • Experience in various hardware and software development approaches ___ incremental integration, continuous integration, agile and/or DevSecOps
  • Prior experience across distinct customer sets
  • Level 4 Program Management certification or industry equivalent
  • Required Education / Experience
  • Bachelor___s degree in Engineering, Math, or related field
  • US Citizenship is required
  • Ability to obtain DoD Secret Security clearance within one year is required

Desired Skills
  • Systems Engineering experience
  • Customer experience with Air Force Space Missile Systems Center.
  • Experience with Information Assurance (IA) Technology and Government certification
  • Experience leading and supporting geographically dispersed teams
  • Experience working with subcontractors and/or vendors
  • Existing DoD Security clearance

This position pays between $166,800- $233,500
