Job Title:              Diving Systems and Maritime Equipment Maintenance Technician

Purpose:  
To maintain compliance and ensure operational readiness, the 308th Rescue Squadron (RQS) must have highly qualified and experienced dive locker personnel, who have extensive and practical knowledge of: U.S. Navy Maintenance and Material Management (3M) system; maintenance and repair of SCUBA and oxygen diving systems; and the ability to conduct classroom as well as supervise dive training operations in accordance with the U.S. Navy, Air Force Reserve Command, Air Combat Command, and general diving/maritime operations training procedures.

Responsibilities (include but not limited to):
  • Maintain dive program, publication library, and equipment at peak operational readiness.
  • Conduct formal/informal dive operations/equipment training, and dive Supervisor training.
  • Provide Boat Master training and support.
  • Implement, employ, and monitor U.S. Navy 3M requirements for dive equipment!
  • Conduct inventories and preventive maintenance checks.
  • Schedule calibrations.
  • Provide reports/deliverables.
  • Maintain Material Safety Data Sheets.
 
Requirements, Job Specific Knowledge and Experience:
  • Military trained and certified Navy Master Diver with at least 10 years of experience.
  • Qualified in the U.S. navy Maintenance and Material Management System (3M) (3M Maintenance Man, 3M QA Craftsman, and 3M Work Center Supervisor).
  • Supervise dive training operations to include during humanitarian aid missions.
  • Demonstrated ability to conduct classroom training for equipment and procedures, as well as boat master course.
  • Familiarity with the following equipment:

  • Work with the 308 RQS, Air Force Reserve Command, Air Combat Command, and Air Force Special Warfare (AF SPECWAR) diving program manager to identify area where technology advances in diving and maritime operations that can benefit the commence. Specifically, the contractor should look for solutions to technology gaps, resource protection, and enhanced equipment training methodology that will save training time, funding, or enhance combat survivability of battlefield airman during water operations.
  • Assist the 308 RQS by providing technical experience in the operation and maintenance of assigned diving equipment, boats, and outboard motor, and operate boats during unit dive operations at the discretion of the unit commander. In addition, contractor dive locker technician shall support waterborne operations designed to enhance the combat readiness and collective skills of Pararescue men. Military diving experience and credibility in the Navy dive community are essential to successful delivery of the required service.
  • Demonstrate knowledge of U.S. Navy recompression chamber operation and have a thorough familiarity with recognition and treatment of diving emergencies as outlined in the Naval Sea Command (NAVSEA) SS521-AG-PRO-010 U.S. Navy Diving Manual.
  • Perform pre-operation maintenance and have experience in operation of high-pressure air systems.
  • Implement and employ the U.S. Navy 3M system in accordance with NAVSEA SS521-AG-PRO-010 U.S. Navy Diving Manual and AFI 10-3501 as it applies to diving for near, mid, and long-term equipment requirements.
  • Have the technical background and communication skills to conduct and analyze a variety of dive and related equipment tests and inspections as well as advise and assist 308 RQS subject matter experts. This includes diver breathing air sample testing, high pressure air flask/tank hydrostatic testing, high pressure air hose proof testing, dive system gauge testing, and SCUBA regulator air flow/purge flow and opening effort testing.
  • Possess ability to read blueprints and schematic drawings, understand specifications, and interpret illustrated parts breakdowns and other publications used in the field of specialization.
  • In addition to U.S. Navy dive regulations, the contractor shall be knowledgeable of USAF regulatory guidelines and instructions related to dive operations as outlined in AFI 10-3501.
  • Have a Florida Certificate of Boating Education to perform Boat Master Duties.
  • Certified in accordance with Naval Systems Command (COMNAVSEASYSCOM) Diving Advisory 13-06 to conduct maintenance on US Divers Conshelf 14 Regulators.
  • Certified Level B Divator Service and Maintenance Technician to conduct maintenance on Interspiro MK-IIG/MK-20 Full Face Mask Breathing Valves/Regulators.
  • Have USAF Test Measure and Diagnostic Equipment (TMDE) Coordinator Certification.
  • Schedule, direct, and monitor 3M system while keeping apprised of changes/directives issued by U.S. Navy.
  • Be proficient in Navy SKED, Navy programming and scheduling of Preventative Maintenance System Program.
  • Administer all daily, weekly, monthly, quarterly, and annual or greater 3M maintenance requirements for assigned diving related equipment.
  • Conduct inventories of 308 RQS diving equipment, watercraft, and engines.
  • Schedule calibration of all diving related gauges and special instruments.
  • Contact hydrostatic testing of SCUBA bottles in accordance with Department of Transportation regulations. Schedule, and complete routine preventative maintenance and minor repairs as required by the original equipment manufacturer (OEM). Major repairs and overhauls are to be accomplished by a manufacturer’s authorized service facility or equivalent.
  • Mintain update regulations, publications, and directives required by AFI 10-3501, Naval Sea Systems Command (NAVSEA) and Naval Safety Center pertaining to waterborne operations. The contractor shall be granted Common Access Card credentials to obtain data and information through computer-based information system via the Internet.
  • Advise users concerning equipment capabilities and maintenance requirements. Work to resolve maintenance problems and advise users of problems outside the contractor’s ability.
  • Advise/assist in Air Force and Navy investigations and analysis of accidents, incidents, and failures. Provide technical expertise and assistance in report writing.
  • Conduct formal classroom or informal training in the operation and maintenance of assigned equipment/systems ancillary equipment. The contractor shall hold a Master Training Specialist Qualification AFI 10-3501, Chap. 1, Para. 1.3.6.
  • Assist the squadron training and scheduling section with planning, coordinating, and conducting dive and dive supervisor training in open-water diving, maritime operations, rough water operations, and low visibility diving/underwater mechanical dexterity training. Required training may include but is not limited to tactical diving and waterborne operations Rigging Alternative Method Boat (RAMB) airdrop, low-attitude low-speed helicopter deployed inflatable, and high-altitude inflatable airdrop and deployable.
  • Provide boat driver support for unit training when qualified military boat drivers are unavailable.
  • Have experience and qualifications in the operation of U.S. Navy approved underwater breathing equipment, support systems, and recompression chambers NAVSEA SS521-AG-PRO-010 and AFI 10-3501.
  • Demonstrate experience and qualifications as a Diving Salvage Warfare Specialist in accordance with NAVEDTRA 43910-A Personnel Qualification Standard. Contractor shall have experience and qualifications in the use of U.S. Navy Planned Maintenance System as outlined in OPNAVINST 4790.4D/NAVSEA INST 4790.8B as well as demonstrate experience in the use of Navy Safety Center, Dive Jump Reporting System NAVSEA SS521-AG-PRO-010 U.S Navy Dive Manual.
  • Obtain certification by 308 RQS Boat Master to operate the following water craft: 35 ft. Safe Boat, 28 ft. Whaler, 24 ft. RHIB, MK 5 Zodiac, and Zodiac EVOL. Certification shall include the performance of basic preventative maintenance of this equipment and related trailer components. This includes Flush Engine Cooling System and conducting pre-operation and in-transit trailer inspections and removal of contaminates from watercraft via rinsing with water.
  • Ensure maritime equipment such as Zodiacs, Outboard Motors, Whalers, Rib Craft, and Alternate Rescue Craft is serviceable prior to use. Unserviceable equipment will be reported to vehicle maintenance section at soonest possible convenience.
  • Be experienced in preventative maintenance, maintenance, and repair of dive breathing air compressor systems demonstrated NAVSEA SS521-AG-PRO-010.
  • Maritime operations shall be a primary responsibility. Contractor shall have experience and qualifications in the following as outlined in AFI 10-3501, Chap. 5, Para 7 and 8: Zodiac RAMB, Soft Duck, T-Duck and Combat Rubber Raiding Craft (CRRC) package recovery procedures, parachute and swimmer recovery, Waterborne, Zodiac CRRC package pallet recovery and towing.
  • Experience in the maintenance and use of HP air compressors and use of Authorized for Navy Use (ANU) approved underwater tools as outlined for U.S. Navy 3M systems.
  • Be experienced to provide classroom and operational training in the use and maintenance of Side Scan and Diver Handheld Sonar Systems.
  • Maintain the Material Safety Data Sheet (MSDS) and hazardous material program for dive operations.
  • Provide boat party support during RAMB maritime training operations as boat operator and provide boat operator training.
  • Keep the Functional Area Chief (FAC) and Contracting Officer’s Representatives (COR), and others as designated by the FAC, informed of task status and progress by, as a minimum, monthly reports, written correspondence, and meeting.
  • Be able to obtain and maintain a secret clearance.
  • Be proficient with Microsoft office applications.
