Senior Program Manager to support the Joint Spectrum Center projects. Serves as the company representative, bears contractual power and is responsible for the complete project management. Possesses and applies a comprehensive knowledge across key tasks and high impact assignments. Plans and leads major technology assignments. Evaluates performance results and recommends major changes affecting short-term project growth and success. Functions as a technical expert across multiple project assignments. 




Manages complex, mission-critical, strategic and advanced technology-based programs for spectrum analysis clients. Serves as focal point for the contract and client regarding programs direction, task scheduling and budget control. Directs internal and subcontractor team(s) and performs overall strategic management, planning, contract level performance metrics and production of overall contract/task order support operations. Effectively manages funds, personnel, production standards, and resources and ensures quality and timely delivery of all contractual items.

Work is predominately performed in standard office space.


Work may require light lifting, stooping, climbing, standing, prolonged sitting, and working with or in areas where a potential could exist for exposure to physical, chemical or biological agents.



Must be a US citizen.

Active Top Secret Clearance 




Undergraduate degree in a technical discipline from an accredited college or university.




  • Eleven (11) years’ experience managing complex operational Programs that includes experience in program leadership and management for Operational Spectrum Management and National Administrative Spectrum Management aspects. 
  • Eight (8) years’ experience with electromagnetic interference (EMI) and electromagnetic compatibility (EMC) criteria for operational spectrum coordination. 
  • Four (4) years’ experience in coordinating the management of work performed on awarded Department of Defense (DoD) contracts containing multiple diverse work areas while ensuring the execution of all task orders.
  • The job holder is bound to perform other delegated duties by Corporate Headquarters within the company.                              




Manages and controls all activities within the project       


  Including: • Manpower planning • Budget • Activities of the technical departments • Environmental protection and occupational health and safety • Quality assurance - coordination of all actions with the contractor of the Joint Spectrum Center and the contracting officer - reporting of all substantially activities within the project to Corporate Headquarter      



May supervise others.
