Job Description

Responsibilities:

Manage cost, schedule, resources, and performance for state of the art projects within the Air Force Research Laboratory at Wright-Patterson AFB OH.  Help define and oversee solutions to be implemented by others. Prepare and deliver presentations to colleagues, subordinates, and government representatives.

Develop and monitor program plans including time and cost estimates. Establish milestones and monitor adherence to program plan and schedule, identify program problems, and obtain solutions, such as allocation of resources or changing contractual specifications. Review reports and briefings prepared by technical staff for quality.

Direct and supervise support resources for the performance of project assignments and activities. Work with engineering and cognitive leads to follow the direction of a project through the design, implementation, and testing in accordance with project objectives. Jointly responsible for aspects of the development and implementation of assigned projects and provides a point of contact for those projects. Takes projects from original concept through final implementation. Interface with all areas affected by the project including end users, computer services, and client services. Define project scope and objectives. Assist with development of detailed work plans, schedules, project estimates, resource plans, and status reports. Conduct project meetings and be responsible for project tracking and analysis. Ensure adherence to quality standards and review project deliverables. Ensure project outputs are delivered on schedule and within funding.

Ensure that appropriate training is delivered to program staff. Establish and maintain effective relationships with customer, subcontractors, other prime contractors and other outside agencies. Act as primary customer contact for program activities. Regularly meet with and update the AFRL customer on project status. Co-lead program review sessions with customer to discuss cost, schedule, and technical performance.

Assist with acquiring follow-on business associated with assigned projects and for supporting new business development by for proposals.

Provide subject matter expertise to the 711th Human Performance Wing in one or more of the areas of 5th generation tactics, techniques, and procedures; remotely piloted vehicles; sensor operations; and combat air forces

Required Qualifications

Top Secret security clearance.

Bachelor's degree (master's prefered).

20 or more years of military/civilian progressively relevant experience. 

Relevant experience desired includes some of the following:

- Experience with remotely piloted aircraft vehicle/sensor operations, mission planning, and execution.

- Experience with tactics, techniques, and procedures for combat operations.

- Experience as military F-22 fighter pilot or weapons officer (experience as instructor preferred).

- Experience and knowledge of all aspects of 5th generation fighter tactics, techniques, and procedures.  Experience and knowledge of aircraft weapon systems, armament, and sensors.
