Learn more about the UC Office of the President DEPARTMENT OVERVIEW External Relations and Communications is focused on increasing public understanding and support for the university and communicating UC's value and impact on the lives of people in our local communities, California and the nation. We help establish and strengthen relationships with outside constituencies such as alumni, business and industry facilitating support for the university, in coordination with campuses, we also conduct policy analysis for the university. ER&C Division focuses on sustained efforts to expand, manage, cultivate and advance positive and ongoing stakeholder relationships through the following functions: Executive Communications Federal Governmental Relations Institutional Advancement and Constituent Relations Institutional Communications Legislative Analysis Marketing Communications Media Relations State Governmental Relations UC Health Communications POSITION SUMMARY Reporting to the SVP, External Relations & Communications, the Chief Brand Officer and Director of Marketing is responsible for the stewardship, planning, and development of communications strategies to support affinity for and recognition and understanding of the University of California writ large. The incumbent develops communications and marketing strategies to support ongoing programs or efforts underway at the 10 campuses, five medical centers, and three National Laboratories. The role is responsible for supporting, directing and consulting to multiple areas of the organization outside of the External Relations & Communications (ER&C) division as well as across ER&C to develop and execute digital, print, out-of-home, and other communications programs to enhance the public's understanding of UC's contributions to California and beyond. The position directly supports state and federal relations communications and advocacy programs and works with each campus to execute campaigns. This position also works closely with other Office of the President units and third-party entities to create compelling and successful marketing communications campaigns, programs and efforts in areas such as admissions, transfer student support, and advocacy for the university where a single campus effort would not establish the broadest and most impactful case for the University. The role further ensures that institutional goals and priorities are communicated and ensures that policies for brand stewardship, compliance and adoption are adhered to in the form of licensing and trademarks for university marks/assets. The incumbent provides executive leadership, oversight and management, setting systemwide messaging and specialized outreach strategies and activities. These efforts include activities such as leading market research to determine most effective messages for adoption systemwide, assess brand health and evaluate the efficacy of marketing efforts; overseeing paid outreach across all digital, print and out-of-home; overseeing the overarching external communications' strategies that relate to marketing communications and acting as the lead departmental contact for campus brand and marketing interactions, senior UCOP leadership and other units at UCOP. Responsibilities 50% Planning and strategy: Develops systemwide strategies that support a concerted and sustained effort to reach broad California audiences to communicate and garner support for the University of California.These systemwide marketing communications efforts also connect and support institution-wide priorities and goals such as advocacy and affinity for the university. Ensures alignment of unit operations to priorities and assesses effectiveness and impact of programs, projects, and publications. Provides leadership to and collaboration with functional Directors to ensure a high level of collaboration and idea sharing within the unit beyond communications and throughout the UCOP organization. Manage resources to optimize work and project delivery. Provides expert counsel to the President and other UCOP leadership in designing and producing communications and marketing strategies. Champion compliance of UCOP units to the UC brand for programs and initiatives. Provide strategic leadership for new idea generation and concept development for multiple products/platforms such as diversity and engagement programs, applications, transfer pathways and other core UCOP programs developed to support the UC system. Oversees brand and marketing team and provides executive leadership and counsel across External Relations and Communications to ensure coordination of systemwide and departmental efforts and strategies. Provides collaborative leadership for multiple cross-functional projects. 40% Manage creative services and branding: Oversee UC wide digital strategy, design, development of the University's systemwide websites to ensure the tone, visual approach, and overall content is aligned. Direct development of detailed project plans. Works with SVP to establish metrics. Oversee and direct outside consultants and vendors if needed to ensure compliance and execution of overall strategy. Build and maintain roster of approved outside vendors to provide additional support to UCOP and campus colleagues as needed. Leverages and directs UC wide communications programs in consultation with campuses, Labs and medical centers. Translates UC wide strategies to obtain public awareness and support. Creates and deliver long-range marketing plans for UC system. Determine UC wide marketing messages and positioning, in consultation with senior UC leadership. Develop and execute communications campaigns across multiple platforms. Leverage market research insights to identify and evaluate messaging, visual and platform decisions for communications programs. Direct any advertising campaigns undertaken to advance the University's goals, including supervising message content, design and placement of ads to support systemwide and, where appropriate, campus-specific efforts. 10% Department management: Oversee director-level management team to guide recruitment, selection, and evaluation of staff. Provide leadership and oversight and mentorship across the unit. Set overarching, multi-year unit and individual priorities and objectives and make assignments. Develop succession plans, and cross-training for staff across multiple areas of expertise. Identify training and development opportunities to improve the effectiveness and growth of the unit's and individual employees. Required Qualifications Expert knowledge and understanding of all aspects of communications, including strategic planning for various media venues, technical aspects and requirements, and most appropriate or effective applications. At least 7 years' experience in strategic communications, marketing and brand management with track record and examples of result-driven campaigns and efforts. Expert knowledge of the location, including its mission, vision, goals, policies, and infrastructure; expert knowledge of current affairs and issues in higher education. Expert skill to create, develop and implement effective long and short-term strategic communications plans. Expert written, verbal, interpersonal communications skills, and political acumen. Expert knowledge and skills in financial and personnel administration and management. Expert management skills to select, train, lead, direct, guide and motivate professional and support staff to produce high quality work; skill to take corrective action as required. Expert analytical, critical thinking, project management and problem recognition, avoidance and resolution skills. Expert skills to direct work to ensure production of high-quality work within budget and time constraints. Deep experience in brand development for complex, large-scale decentralized organizations. Demonstrated experience with gathering and evaluating quantitative and qualitative data to assess ROI of marketing and communications efforts. Proven ability to adapt to changing communications needs, adjust pace of work, and tolerate ambiguity as well as to manage multiple projects simultaneously. Preferred Qualifications Graduate degree preferred. Education Bachelor's degree in related area and / or equivalent experience / training.
