Raytheon Missiles & Defense (RMD) is looking for an experienced export control manager and Empowered Official to support export licensing activities in a fast paced and stimulating export/import environment. This position will provide strategic guidance and planning to understand and achieve global business growth by developing licensing plans, providing guidance for complex licensing strategies, program planning, and assuring regulatory compliance. In addition, this position will be responsible for maintaining applicable trade compliance records in accordance with regulatory requirements and contributing to learning and audit assessment programs to ensure implementation and effectiveness of internal controls.

U.S. Citizenship status is required as this position needs an active U.S. Security Clearance within one year


Worksite location:
This position will be work-from-home for the foreseeable future due to COVID-19. People managed and programs supported are primarily located in Portsmouth, RI.

Responsibilities include, but are not limited to, the following:
  • Supervise, lead and empower five+ Global Trade professionals, fostering a team environment that includes and welcomes differences
  • Accountably perform as a designated Empowered Official per the International Traffic in Arms Regulations (ITAR)
  • Manage strategic business engagements, planning and execution as functional support to ensure execution, growth and compliance of two Naval Power product areas
  • Primary interface on interpretation of regulatory requirements or company EXIM policies and procedures for specific capture opportunities and program execution
  • Prepare, obtain, maintain, manage and monitor applicable licenses, agreements, permits, certifications, technology release authorizations, and commodity jurisdiction determinations in compliance with applicable US Government regulations and company policies
  • Actively listen and participate in technical programmatic discussions/meetings with program and functional stakeholders to build meaningful and sustainable relationships based on mutual trust and respect
  • Timely and comprehensive communication with employees, management and stakeholders
  • Support and finalize jurisdiction and classification reviews
  • Ensure maintenance of records for current and expired license files, and report data on pending and approved licenses/approvals
  • Attract, select, train, mentor, develop and retain GT Licensing Analysts and Empowered Officials
  • Participate in and lead special projects, cross-functional business projects and corporate projects to optimize global business
  • Support Global Ethics and Compliance in investigating and resolving compliance matters
  • Demonstrated ability to think strategically and integrate export/import requirements with company's international business strategy

  • Domestic travel once or twice quarterly is required. Some international travel may also be required. (Post COVID-19 travel restrictions)

Required Skills:
  • 10 years of broad Export/Import regulatory experience and increasing responsibility (licenses, agreements, compliance, and transactional activities). Advanced degree may be considered in lieu of additional experience
  • Experience with ITAR and EAR
  • Prior experience as Empowered Official
  • U.S. Citizenship is required as this position requires an active security clearance within one year of employment.

This position requires the eligibility to obtain a security clearance. Non-US citizens may not be eligible to obtain a security clearance. The Defense Industrial Security Clearance Office (DISCO), an agency of the Department of Defense, handles and adjudicates the security clearance process. Security clearance factors include, but are not limited to, allegiance to the US, foreign influence, foreign preference, criminal conduct, security violations and drug involvement.
