Title:

Senior Program Analyst

KBR is seeking a Senior Program Analyst to support the Chief of Naval Operations Staff (OPNAV), Strike Branch, (N980S) to help the Navy field and support the current and future Naval Aviation capabilities through the analysis, management and funding of the MQ-25 System.  Specific tasks in support of N980S requirements/resourcing officers include:

  • Support the requirements development through the Joint Capabilities Integration and Development System (JCIDS) process.  Research, investigate, and evaluate program requirements, resourcing, and objectives in the annual Program Objectives Memorandum process.

  • Liaison with N980S portfolio stakeholders and participate in meetings and working groups.

  • Support development of planning and programming for program budgets through use of Program Budget Information System (PBIS) and building Program Objective Memorandum (POM) issue sheets to define program needs.

  • Provide staff support for the MQ-25 across the OPNAV portfolio; review and recommend program changes or alignment with existing and evolving aviation plans.

Minimum qualifications:

  • Minimum of 15-years’ experience with Naval Aviation operations, NAVAIR acquisition, and/or requirements development on the OPNAV staff

  • Highly desired – expert knowledge of US Navy unmanned aircraft systems

  • Must have an active TOP SECRET clearance at start.

  • Knowledge of naval aviation (USN and/or USMC) programs missions and challenges

  • Working experience, knowledge, and understanding of the PPBE process and PBIS.

  • Knowledge and understanding of the JCIDS process and requirements development.

  • Familiarity with OPNAV organizational structure, mission and roles.

  • Knowledge and familiarity with Microsoft Office Suite
