Raytheon Technologies is currently seeking a Senior Manager ___ Program Management within the Satellite Transport and Control (STC) program area. The PM will be responsible for executing the current Strategic SATCOM Ground program, while positioning for long term growth. Responsibilities include financial, schedule, technical performance, and management for emerging opportunities. Duties include multidisciplinary team leadership, strategy development, internal and external program reviews, market shaping and program development through direct customer engagement, proposal preparation, supplier management, and program management status reporting. The PM will produce proposals for ECPs and on-contract growth to capture efforts out-of-scope to the program baseline. The PM will define program tasking/milestones and monitor adherence to program budgets, plans, and schedules. The PM must provide independent program leadership in alignment with organizational goals to ensure that our contractual commitments and technology maturation expectations are met while demonstrating an ___Enterprise Collaboration___ perspective to providing cost-effective solutions. The PM will act as primary Raytheon management and customer contact on status and technical performance, and must anticipate and fulfill customer needs to ensure customer satisfaction. The PM will direct the performance of program task elements such as engineering, operations, supply chain, quality, contracts, finance, and administrative functions in the execution of required gate reviews and financial activities as well as program execution. This position requires extensive customer knowledge, understanding of business development/capture processes and procedures and presentation preparation and presentation.

Required Skills:
  • Minimum 12 years of applicable experience including Program or Capture Management
  • Minimum 2 years supporting a Government Contractor and Government customers
  • Previous experience with Air Force MILSATCOM programs or other Strategic Communications markets
  • Demonstrated knowledge of the Air Force communications market customers and competitive landscape
  • Excellent verbal and written communication skills, including negotiation skills to communicate program status, issues and resolution plans across all major stakeholders including internal senior management, customers and major subcontractors
  • Proven experience with business and project management tools and procedures (e.g. IPDS, EVMS, IMP/IMS, Risk Management, Financial Forecasts and EAC)
  • Must be a highly organized and effective leader, communicator, decision maker and able to inspire teams to meet program objectives
  • Deep understanding of software development processes and their application to DoD programs
  • Proven ability to quickly come up to speed on technical and management efforts currently underway
  • Experience establishing and maintaining good working relationships with all levels of the organization, including Government customer, IPT leadership, and support organizations
  • Work collaboratively with matrixed organization to ensure the program is properly staffed at all phases of the program with personnel that have the right skill sets and company values
  • Experience as Program Manager for contracts in excess of $50M per year. Program Management Level 3 Certification or similar, or ability to obtain associated certification within 1 year
  • Experience with the Microsoft Office suite (e.g. PowerPoint, Excel and Word)
  • Must be willing and able to travel, as required - key locations encompass the west coast as well as added Colorado locations.
  • US Citizenship is required
  • Active DoD Top Secret/SCI clearance required - ability to obtain polygraph in a reasonable timeframe as determined by the customer.

Desired Skills
  • Active TS/SCI clearance with applicable Polygraph.
  • Experience managing all phases of system development from IMS definition, cost baselining, and requirements decomposition through Software Development, Requirements Verification, and External Interface validation
  • Earned Value certification or ability to obtain associated certification
  • Experience in BD organization and processes, Capture Management Experience and experience leading or supporting proposal development efforts, to include BOE generation

Required Education:
  • Bachelor___s degree in a science, technology, engineering, mathematics, Business Management, or a related field is required. No less than 12 years relevant experience, including sufficient work background to effectively manage a complex global program.

This position requires a U.S. Person who is eligible to obtain any required Export Authorization.
