The Strategy & Program Development Director is responsible for coordinating the relationship of a business unit with internal partners to ensure growth and compliance. Primary duties to include, but are not limited to:

  • Responsible for national growth of Medicaid Clinical Programs & Strategy, including program and plan design, creation, management, and strategic planning in coordination and collaboration with multiple matrix partners and development of brand recognition opportunities. Responsible for shaping the bid strategy, designing differentiated clinical solutions, defining win themes, and ensuring development of a high quality proposal that meets state-specific needs. Drive operational and strategic decision making; identifies operational and/or capability gaps and works collaboratively with key SMEs/business owners to close gaps and develop solutions.  Responsible for understanding local market dynamics, building relationships, and supporting the development and execution of clinical program activities and investments, and development of partnerships with local providers, organizations and agencies.  Collaborates and serves as a liaison between Provider, Clinical, IT, Service Operations, Digital Solutions, Member Experience, Quality Management and Business Development; facilitate and drive discussions to clarify and develop key deliverables to meet business objectives and strategic initiatives
  • Responsible for the communication and continued development of existing and future programs in a way that highlights their value and positive impact for our member and state customers. 
  • Principal duties include oversight and creation of ideas that lead to new business and increase membership growth. Collaborates and coordinates work with other departments within the business unit and many matrix partners within the company, including but not limited to Finance, Actuarial, HR, Information Technology, Network Management, Member Experience and Behavioral Health. Report out on various results through numerous venues as well as to the leadership team.  Supports business development team and evaluation of partnerships and business processes for provider related processes initiatives in Medicaid/Medicare business unit



Requires a BA/BS degree in a related field; 10 years of related strategic planning, project and program management experience with knowledge and experience in the products and services of the respective industry; 5 years of experience in a senior management position; or any combination of education and experience, which would provide an equivalent background. MBA preferred. Ability to travel required (up to 25%).

Additional Qualifications:

  • Grant writing experience strongly preferred
