Currently, ManTech is seeking a motivated, career and customer-oriented Program Administrator to join our team in the Belcamp, MD office.

Responsibilities include, but are not limited to:

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.  The requirements listed below are representative of the knowledge, skill, and/or ability required: 

  • Perform duties as a Program Adminstrator. Responsible for numerous Program Management and Contract Management functions necessary to support administration of the contract.  Functions include responsibility for the preparation of Task Execution Plans, budget estimates, travel requests, overtime requests, certificates of service, and contract status reports.  Must be experienced in the administration of a purchasing system and related policies.  Must be capable of establishing a competitive bidding system and assuring that purchasing from vendors is at the lowest possible cost consistent with quality and delivery requirements.  Requires a thorough knowledge of company procedures as well as working knowledge of Federal Acquisition Regulations/Defense Federal Acquisition Regulations (FARs/DFARs), including Cost Accounting Standards. 
  • Perform duties as a Logistics Management Specialist. Responsible for requirements definition, design, development, implementation and maintenance of automated information systems.  Advise and consult to management and team on matters of logistics policy and procedures, logistics automation, system architecture, integration and interfaces.  Develop criteria, methods, techniques and procedures as it relates to the software development life cycle.  Responsible for schedule development, test criteria, functional descriptions, data dictionary,  Keep abreast of logistics literature, policy and guidance and assess system impact as a result of changes in policy and regulations.  Conducts functional field assistance visits as necessary.   Army Acquisition Corps Level 2 certification in logistics, program management or information technology is highly desired OR recognized industry equivalent professional certification.
  • Includes activities relating to hardware asset management, including: following inventory tracking/accounting standard operating procedures (SOP); notification in advance of warranty/maintenance agreement expiration and monthly reporting on same; providing visibility into inventory status, receipts, purchasing requests, purchase orders and shipment; monitoring inventory turnover; making recommendations for process improvements; providing status of warehouse inventory; performing demand analysis to identify standard items/consumables to ensure items remain above minimum and are not overstocked; working with service providers to collect failure data and maintenance trends.
  • Knowledge of the acquisition lifecycle and product support planning during each phase.
  • Possess the ability to work both independently and as part of a collaborative project team.
  • Proficient Microsoft office skills: Word, Excel, PowerPoint, Access, Visio, and Project.
  • Extensive experience with defense acquisition management processes in accordance with the DoD 5000.
  • Knowledge of the DoD’s integrated product support element structure.
  • Familiarity with the Product Support Business Case Analysis (PS-BCA) and Life Cycle Sustainment Plan (LCSP) processes.
  • Familiarity with accomplishing a Logistics Health Assessment (LHA).
  • Knowledge of the DoD Product Support Manager Guidebook.
  • Knowledge of department/agency policies and procedures related to the implementation and management of a government furnished equipment (GFE) program.
  • Knowledge of department/agency policies and procedures related to the inventory and tracking of accountable property

Preferred Qualifications:

  • Program Administrator - Associate’s degree or equivalent is highley desirable and 3 years applicable experience.
  • Logistics Management Specialist - Bachelor's degree and 7 years applicable experience.  Three additional years of applicable experience may be substituted for the degree.

Security Clearance Requirements:

  • Must possess an Active Secret DOD Clearance

Physical Requirements:

  • Requires travel up to 15%; ability to remain in a stationary position 50% of the time; ability to move around inside an office and in field sites or deployed locations; ability to operate a computer and other office machinery such as copy machine and computer printer; occasionally ascend/descend a ladder and or stairs to access work areas; ability to position self to maintain computer systems including under desks, in rack systems and in military tactical vehicles; ability to complete repeating motions that may include wrists, hands and or fingers; ability to operate a motor vehicle; ability to communicate frequently with customers and coworkers with ability to exchange accurate information in these situations; ability to see words and graphics on computer screens and in printed paper documents; occasionally move and or carry objects weighing up to 50 pounds between offices and in deployed locations; ability to work in outdoor weather conditions.
