TISTA’s CMS Business Unit is looking for an exceptional DevOps Manager for that will provide operations expertise to a cross-functional team responsible for engineering, IT integration, business operations, support and maintenance of our nation’s Medicaid Pharmaceutical Data. The position requires an energetic self-starter with a strong technical background and broad experience in product development management and preferably background in Health IT.

The candidate will be responsible for a comprehensive strategy regarding Medicaid Drug Programs operations and maintenance. You will be responsible for ensuring the success of the ongoing success of a suite of systems that help manage billions of dollars in pharmaceutical rebates, optimized for a human-centered design and process.

Location: Rockville, Columbia or Baltimore, Maryland (telecommute options available)

Qualifications: Technical personnel shall have demonstrated experience with the following technologies:

· Java application development

· RedHat

· SonarQube Lint

· CI/CD pipeline

· Various Relational Databases

· AWS Services, PaaS, SaaS, IaaS

· Monitoring and Managing AWS Console

· S3 storage system

· BI Tools (SAS EBI, MicroStrategy, etc.)

- 7+ years’ experience as a DevOps Engineer or equivalent

- Certified Scrum Master

- 3+ years design and maintenance expertise with Docker or any other containerization product, along with Microservices architecture (Kubernetes)

- 2+ years’ experience with design and implementation of DevOps and automation frameworks

- 2+ years design and maintenance expertise with code repository management, code merge and quality checks, continuous integration, and automated deployment and management using Chef, Docker, Puppet, Ansible, Jenkins, Maven, or comparable tools

- 2+ design and maintenance expertise with system administration of Cloud infrastructure, including Amazon Web Services, such as provisioning (using Cloudformation or Terraform), logging or monitoring, and articulating these concepts to technical and non-technical audiences

- Expert in at least one scripting language

- Experience with systems and IT operations

- Experience using Atlassian tools JIRA, Confluence, Bit Bucket

- Self-Driven; take complete ownership of your tasks and champion efforts to drive solutions

- Thrives in ability to solve complex challenge

Education:

- BS degree in Computer Science or Computer Engineering preferred

Clearance:

- Must be eligible to hold a Public Trust

Responsibilities: Design, implement and maintain internal and external Cloud-based solutions and infrastructure that span across multiple public and private Clouds and regions, including AWS, and client data centers

- Automate management and orchestration tasks. Building CI/CD pipelines for Microservices and deployment to Kubernetes

- Work with scrum teams to build and deliver software releases and infrastructure improvements through improved CI/CD processes. Identify opportunities to increase engineering throughput by eliminating friction of getting code to production with high quality.

- Automate common operations on critical systems in a safe and reliable manner

- Identify bottlenecks in development and deployment processes

- Work with engineering teams to increase the operational stability of the platform

- Understand the current systems and applications

- Work with heads of internal groups to find innovative solutions to their problems and make recommendations.

- Instrument the infrastructure with frameworks that can be appropriately adopted for logging, monitoring, and alerting.
