SUMMARY DESCRIPTION : The Director of EOF will lead the department in meeting the needs of students as they relate to their educational planning and goals; work cooperatively with the Student Services staff, Academic Divisions, Faculty, and the Directors of Admission, Advising, & Financial Aid towards overall enrollment & student success. The incumbent serves as a liaison between EOF students and other College staff and manages and maintains a State of New Jersey funded budget allocated to Rowan College at Burlington County on behalf of the EOF Program. The Director is responsible for ensuring the EOF program meets both the state regulations while aligning with best practices.

OVERALL PURPOSE & RESPONSIBILITY: The primary and most important overall responsibility of all employees is to provide service in a pleasant, helpful, and effective manner to our students and other members of the College community.

INSTITUTIONAL EFFECTIVENESS: Accepts responsibility for the timely preparation of student outcomes assessment efforts of the faculty in planning, collecting data, and reporting dates as they relate to course outcomes, program outcomes, general education outcomes, and developmental program outcomes. Actively participates in setting annual division goals and objectives, completing OIR reporting forms, collecting data, analyzing data, and preparing a report using guidelines established by OIR.

  SPECIFIC DUTIES:

Oversee the effective operation of the EOF Program which is designed to meet the  academic needs of EOF students including recruitment, admissions, academic advisement, remediation, tutoring and career/transfer counseling, and financial assistance.

Oversee the interview and selection process for current and prospective students for entrance into the EOF Program.

Participate in division-wide programming, with a focus on engaging EOF students with the larger student population. (i.e. First-Generation Week).

Coordinate and conduct student orientation sessions for prospective EOF Students.

Coordinate with Federal/State/local agencies and community groups to develop resources for EOF students and utilize such agencies and groups to enhance recruitment.

Communicate the educational needs of EOF students to and collaborate with instructional staff in order to advocate modification and improvement when necessary.

Collaborate with Financial Aid department to originate student EOF awards and effectively disburse of all EOF awards.

Participate in EMSS division activities and events and as part of the divisional leadership team, focused on institutional success

Adhere to all State regulations and reporting requirements to successfully operate the Educational Opportunity Fund Program.

Prepare budgets and monitor expenditures to fund the administrative and educational  costs of the EOF Program.

Coordinate the Community Advisory Board in conjunction with the EOF regulations.

Perform other related duties as assigned.

EDUCATION REQUIRED:

Master’s Degree, preferably in Student Personnel Services, Counseling, or related area.

EXPERIENCE:

Required

Minimum of 2 years of demonstrated experience in student services / higher education.

Preferred

Experience in development of student learning outcomes and assessment. 

Experience in project/grant management. 

Minimum of four years’ experience working with academically and financially disadvantaged students within an education opportunity program model.

Community college experience.

SKILLS/ABILITIES/KNOWLEDGE/OTHER REQUIREMENTS:

Experience in budget management.

Ability to interpret federal and state guidelines as related to student programs.

Ability to relate well to culturally diverse groups and returning adult students.

Excellent written and oral communication skills.
